Description
Responses to clarification questions: 1) General Note Offerors should submit quotations based on the information given in this solicitation. If necessary, state any assumptions made in the technical response document. 2) Reference: DESCRIPTION OF REQUIREMENT 1.g (Software) For proposed equipment that involves software that is strictly controlled by the Original Equipment Manufacturer, the Government will provide assistance in obtaining the necessary clearances, licenses, and upgrades. Proposals should assume that such clearances, licenses, and upgrades can be obtained. 3) Reference: APPLICABLE CLAUSES AND PROVISIONS FAR 52.212-2, "Evaluation-Commercial Items." (October 2014) Factor 3: Past Performance If the offeror has no history of installing 3T scanners, they should demonstrate instead a history of installing equipment similar to the scope of this solicitation. In addition, the qualifications of proposed personnel will be considered. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel. The offeror shall submit comparable information on any subcontractor that the offeror proposes to perform a major subcontract under this effort. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.
