- Description
- The Naval Air Warfare Center Aircraft Division Joint Base MDL New Jersey Lakehurst NJ intends to enter into negotiations on a non-competitive basis with the Bell-Boeing Joint Project Office (BBJPO), California MD, for the following Weapons Replaceable Assemblies (WRAs) in the quantities specified: three (3) Fuel Management Units (FMUs) Bell-Boeing Joint Project Office (BBJPO) P/N 901-375-856-107; three (3) Drive System Interface Units (DSIUs), BBJPO P/N 901-375-863-111; and one (1) SLIM-Multifunction Display (SLIM-MFD), BBJPO P/N 901-370-373-101. The FMU, DSIU, and SLIM-MFD are V-22 Aircraft components and are to be used as test items to support the development of an OTPS. The OTPS, once developed, will function as an interface between the aircraft components to be tested and the Consolidated Automated Support System/Reconfigurable Transportable Consolidated Automated Support System test stations. These WRAs are to be utilized to perform Go-Path, fault insertion, and diagnostic program development for OTPS updates/Engineering Change Proposals. A test report is a required data deliverable. The above listed part numbers are the only items that can be used to qualify the OTPS as they are an exact replica of the actual aircraft components and thus are the only units that are representative of the V-22 Aircraft. Since OTPSs are designed for maintenance testing for various V-22 aircraft components, only those V-22 components that are to be tested can be used as test units during OTPS development. Designing an OTPS around similar but alternate equipment would introduce enormous risk to the acuracy and reliability of the OTPS and the maintainability of the aircraft. The BBJPO procured the initial supply of FMU, DSIU and SLIM-MFD WRAs for V-22 platform integration, as well as procurement of the legacy FMU, DSIU and SLIM-MFD WRAs for OTPS development. The BBJPO modified the original OEM drawings and data packages to reflect the PMA-275 approved V-22 Program Configuration Management (CM) control. As the V-22 Aircraft integrator, the BBJPO is the only contractor able to perform these changes to the WRAs. The modifications to the WRA's introduced by the BBJPO result in changes to the WRA part numbers from those originally designated by the OEMs. Therefore, BBJPO is the only source that is able to provide the FMUs, the DSIUs, and the SLIM-MDUs with configurations that interface with the V-22 Aircraft. The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
