- Revised Evaluation Factors for Award Revised SOW Questions & Answers Pre-Solicitation Sign-in Sheet Amendment A001 THIS IS THE SOLICITATION NOTICE. THE USIBWC IS REQUESTING PROPOSAL AT THIS TIME. Please refer to the Solicitation package. General Project Information A recent draft historic properties inventory report dated February 2011 identified the Falcon Dam and Falcon Village as a Historic District that is eligible for the National Register of Historic Places. The village was constructed to house personnel that operate and maintain Falcon International Dam and Power Plant. The dam provides water conservation, irrigation, hydroelectric power generation, flood control, and recreational benefits, and serves as an international port of entry across the Rio Grande between Starr County, Texas, USA and Tamaulipas, México. Construction on the dam began in December 1950 and on October 19, 1953, as construction neared completion, U.S. President Dwight D. Eisenhower and Mexican President Adolfo Ruiz Cortines met at the center of the dam to dedicate it to the well-being of the residents of both countries. Falcon International Dam was completed on April 8, 1954. The existing administrative building was constructed during the same time frame and is located within Falcon Village of off F.M. 2098, Reservoir Road, and is no longer meeting the needs of the staff due to its size and outdated design. The period of significance for the historic district is 1950 through 1965. The existing building will need to be demolished. Demolition is part of this project. General Description of the Work The USIBWC plans to construct a new administration building. 1. The total building foot print is proposed to be between 5,300 and 5,600 square feet. The new building will consist of a minimum of nine (9) offices, hydro laboratory, conference room, and security office area including a weapons locker room, break room, fireproof vault room, IT server room, and reception area. 2. This building will replace the existing Falcon Dam's Administration Building. The existing building is no longer functional with respect to building codes, OSHA requirements, office space, needed technological improvements, and mechanical efficiency. 3. The objective is to demolish and dispose of the existing administration, security, and hydro lab buildings in their entirety, and construct a new Administration Building in the same area but not in the same footprint to provide a more efficient and effective working environment. 4. The existing administration office accommodates the administration functions for the field office and dam and houses the offices for the Area Operations Manager, technical staff, and administrative staff. The Falcon Dam Field Office staff will remain in the existing building while the new administration building is constructed. 5. Demolition of the existing administration, security, and hydro lab buildings will be accomplished after all administrative staff has been moved in to the new administration building. 6. At the conclusion of the project, the new administration building shall be a fully commissioned (turn-key) building able to operate for its intended use with all utilities, to include, but not limited to water, sanitary sewer, communications, electrical, fire protection system(s), etc. Major Construction Tasks 1. Design and construct a new Administration Building, including all planning, design work, coordination, permitting, labor, material, tools, equipment, construction, testing, inspection, commissioning, demolition, cleanup, and all necessary general conditions, that may be reasonably inferred from the Contract Documents to provide for all work for the design and construction of a new single-story administration building and demolition of the existing buildings. 2. Provide a minimum of two (2) floor plans for USIBWC to choose from. 3. Create all construction specifications and drawings required to complete the project. 4. Design and build to a minimum LEED Silver certification. 5. Encompass the historical and architectural aspects of the surrounding buildings. The purpose is to minimally affect the historic integrity of the district. 6. Construct in a vacant, previously disturbed area. 7. Meet federal OSHA standards and current environmental laws to provide a more efficient and effective working environment. Magnitude The magnitude of the project is between $1,000,000 and $5,000,000. Performance Period All work shall be completed within four hundred (400) calendar days after the Notice to Proceed. The time stated for completion shall include final cleanup of the premises. This requirement is a 100% Small Business Set Aside. This requirement shall be solicited using Two-Phase Design-Build Selection Procedures in accordance with Federal Acquisition Regulation (FAR) SUBPART 36.3. PLEASE NOTE THE SITE VISIT INFORMATION LISTED UNDER SECTION L.01 PRE-PROPOSAL CONFERENCE AND SITE VISIT OF THE SOLICITATION DOCUMENT RFP IBM15R0005 Amendment A001 is now posted. Acknowledgement of this Amendment A001 is required.
