SOLICITATION NOTICE REFERENCES: 1. FBO Sources Sought Notice No. 2PQC-ClementeRuizNazarioUSCH-GC, posted on April 13, 2015. 2. FBO Pre-Solicitation Notice No. Reference_2PQC-ClementeRuizNazarioUSCH-GC, posted on July 16, 2015. PROJECT DECRIPTION: The General Services Administration (GSA), Northeast and Caribbean Region is seeking a qualified General Contractor (GC) to provide construction services for the modernization of the Clemente Ruiz-Nazario U.S. Courthouse (CH) and the Link building that connects the Courthouse to the Federico Degetau Federal Office Building (FOB). This project will serve as a follow-on action to the High Performance Green Building (HPGB) project funded through the American Recovery and Reinvestment Act (ARRA) of 2009. The modernization of the Courthouse and Federal Office building, aspires to greatly improve the environmental impact of the facilities. These facilities were constructed in the early 1970s, and, aside from small retrofits, were still utilizing the original base building environmental systems. The existing system cools the facilities using chilled water air-handling units served by a water-cooled chilled water plant located in the basement of the FOB. The chilled water plant rejects heat to cooling towers located on the roof of the FOB. The facilities are located in the Hato Rey area of San Juan, Puerto Rico, which is a hot, humid environment. As a result, there is a continuous demand for cooling and dehumidification, particularly during the occupied daytime hours, and there is no demand for space heating. Improvements to the facilities have been implemented, including new window installations at the CH & FOB, to reduce load and increase efficiency of the building systems, and a new Chilled water Plant including chillers and cooling towers. In 2011 the high-performance green building modernization project began with the primary goal of reducing the annual energy consumption of the facilities and to further employ sustainable "green" strategies at the facilities therefore making healthier environments for their occupants. In this case, a healthier environment refers to greater thermal comfort, better indoor air quality (including mold avoidance), more comfortable lighting, and less toxic finishes (paints, floors, walls, ceilings, sealant, adhesives, etc.). To achieve this, the GSA committed to replacing all of the existing lighting and environmental systems with newer, more efficient, more effective systems. As originally designed the project was to, at minimum, comply with the 2009 International Codes (including Mechanical, Energy, and Plumbing, among others), and achieve Silver Certification in accordance with LEED-NCv3.0. The original HPGB project outlined above has been completed generally through its second phase, including the complete upgrade of the chiller plant, replacement of the majority of the power distribution and substations at the FOB and HVAC, lighting and ceiling upgrades to roughly 50% of the tenant areas in the CH building. The project described by this document seeks to complete the intent of this project as close as possible to the original design intent as a "follow-on" comprising the unfinished portions of the building per the original design documents for the HPGB, plus bid options as follows (in order of preference): Option 2 - Correction of seventh floor cooling tower drain and mechanical room drains. A new dedicated line is to be routed to the sanitary riser. Option 3 - Completion of all new signage for the Nazario Courthouse and Floors B-3 in the Degetau Federal Building Option 1 - Extension to the Link Entry Building, including security enhancements. (DELETED) PRIME CONSTRUCTION SERVICES: Include but are not limited to labor and materials necessary to complete the construction within the project schedule while maintaining continuous operation of the existing federal facilities within the Hato Rey campus. Services are generally described as follows: 1. General Construction activities 2. Management, supervision, trade coordination, scheduling, planning, phasing, 3. Equipment, transportation, disposal services, 4. Coordination of work by other contractors, 5. Building and site construction and commissioning, 6. Obtaining construction permits, 7. Construction Waste Management and other sustainable measure (for LEED rating). SCOPE OF WORK: Generally described as follows but not limited to: 1. Building construction: a. Mechanical Electrical Plumbing work b. Demolition of existing construction c. Interior build out including finishes d. Fire and Life Safety improvements e. Hazardous material abatement f. Signage (option) g. New construction of link extension (option) (DELETED) ESTIMATED SCHEDULE: Duration: 117 weeks (27 months) CONSTRUCTION COST RANGE: $5 - $10 Million SOCIOECONOMIC CONSIDERATIONS: This is a negotiated acquisition that will be a total set-aside for small business concerns. The NAICS Code for this procurement is 236220. The small business size standard for NAICS Code 236220 is average annual gross receipts over a period of three (3) years not greater than $33.5 million. SELECTION PROCESS: This procurement will be utilizing Source Selection Procedures. The source selection evaluation approach for this procurement will be best value using the trade-off process. For this procurement the evaluation factors, when combined, will be weighted approximately equal to price. Upon receipt of the technical proposals the Source Selection Evaluation Board (SSEB) members will evaluate each submission individually. After technical evaluations are completed, the team will evaluate price proposals. Discussions with offerors may be necessary. The Government reserves the right to award without conducting discussions. The contract will be a Firm-Fixed Price, lump sum contract and will include several options for additional work. The solicitation will not be a sealed bid and there will not be a formal bid opening. All inquiries must be in writing, via email to the person(s) specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FedBizOpps posting. Offeror's will not be reimbursed for proposal submittal expenses. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO THIS NOTICE TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. Award of a contract is contingent upon funding approval.
