- The Army Contracting Command - Redstone Arsenal (CCAM-RDI), Fort Eustis, VA, intends to negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii), quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements quote mark, with Phoenix Avionics Systems, Gaithersburg, MD (CAGE Code 1YEE5), for the modification of the software in the Light Weight Weapons Controller (LWWC) used in the AH-6M Mission Enhanced Little Bird (MELB) to increase functionality and address software deficiencies. The proposed contract action is for SUPPLIES/SERVICES only available from the company named in this notice. REASON AUTHORITY CITED The LWWC, including hardware and software, is proprietary to Phoenix Avionics Systems (PAS). The Government does not have data rights to the software, and acquiring them would not be cost-effective. The personnel at PAS have all the technical expertise on the equipment and software. There is no equivalent equipment available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received prior to the closing date set in this synopsis (20 August 2015) will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
