- Combined Synopsis/Solicitation No-Till Drill SF18 Request For Quotation This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Description of the services include the purchase of a no till study plot drill. This equipment is considered specialized research equipment. The offeror must provide literature explaining the capabilities of the equipment offered and how it meets the government requirements. Please refer to the specification in Attachment 1 to this solicitation for a detailed description of the equipment to be purchased, Attachment 2, Pricing and Certifications are incorporated and made a part of this Solicitation, Attachment 3, Vendor Information and proof of active SAM registration. This procurement is being handled on behalf of the USDA NRCS Missouri State office by the USDA NRCS Caribbean Area Office in Puerto Rico. Responses are due on Tuesday August 21, 2015 no later than 4:30 pm, eastern time. Ensure that responses are mailed in time to reach the above deadline. This is a 100% set aside for small business. The applicable NAICS code is 333111, Farm Machinery and Equipment Manufacturing, which has a size standard of 500 employees. Equipment shall be delivered to USDA NRCS Plant Materials Center, 2803 N Highway 79, Elsberry, MO 63343. The Plant Material Center Manager, Ron will inspect and accept the equipment to be provided under this solicitation. Delivery shall be no later than January 29, 2016.
