- REFERENCE: N1023-15-0012 Military Sealift Command - Norfolk, VA (MSC) intends to issue a Firm-Fixed Price Task Order Extension to a single source under the authority of FAR 6.302-1(a)(2)(iii), "only one responsible source and no other supplies or services will satisfy the agency requirement," on or about 1 October 2015 to Systems Technology Forum, LTD. The extension will be issued under the FAR 52.217-8 clause for a period of up to six months. The purpose of this task order is to provide subject matter experts in the areas of information assurance support, information assurance vulnerability management, information assurance site visits, afloat site DoD information assurance certification and accreditation process support, and afloat systems DIACAP support. The proposed task order is an extension to N00033-12-D-6503 0010, which was competitively issued under a multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Under the N00033-12-D-6503 0010, Systems Technology Forum, LTD. provides information assurance support services on MSC vessels and sites across the world. These services are essential to developing and validating the accreditation package for secure and non-secure communications at over 71 afloat sites. Due to the short period of performance of this extension and the required global staffing, only the incumbent contract can continue these services in a timely and cost-effective manner. The follow-on effort to these services is being competitively awarded by the Defense Information Systems Agency (DISA). This procurement is a FAR Part 12 acquisition being conducted using FAR Part 16 procedures. The North American Industry Classification System (NAICS) code for this requirement is 541513 with the size standard of $27.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible contractors are requested to provide company and technical information if they believe they are capable of fulfilling this six month requirement. Any potential responses to this notification are required to be submitted electronically (e-mail) using either the Portable Document Format (PDF) or Microsoft Word format and addressed to Mr. Elijah Horner at Elijah.horner@navy.mil. Responses shall not exceed fifteen pages in length and must be received no later than 4:30PM ET on 17 August 2015. A determination by the Government not to compete this proposed task order extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
