Description
1. Description: Program Manager Office Light Armored Vehicle (PMO LAV) is responsible for the total life cycle support for the Family of Light Armored Vehicles (FOLAV), and is located at the United States Army TACOM Life Cycle Management Command (LCMS) in Warren, Michigan. PMO LAV seeks to identify sources capable of providing modification or replacement of the United States Marine Corps (USMC) LAV Automatic Fire Extinguisher System (AFES) Control Electronics Panel (CEP) component - P/N 421681, National Stock Number 6110-01-541-9058 - in order for the CEP to meet water immersion requirements. The United States Government (USG) does not own the technical data packages (TDPs) associated with AFES System, to include the CEP. The TDPs are proprietary to the Original Equipment Manufacturer (OEM) UTC Aerospace Systems, Kidde Dual Spectrum. The CEP will be required to meet water immersion specifications and test requirements as referenced by MIL-DTL-62545E (paragraph 4.6.8.4.1 Method B) and MIL-STD-810G (Method 512 Procedure 1) and provide an equivalent level of form/fit/function as the current CEP within the AFES System. It is anticipated 950-1000 CEPs will be required. The USG's determination on how to complete the proposed requirement will be based on market research and responses to this notice and is at the discretion of the Contracting Officer. The USG is not obligated to and will not pay for any information received from potential sources as a result of this sources sought notice. 2. Market Survey Request. PMO LAV seeks to determine industry capability to modify or replace the Kidde Dual Spectrum's CEP, as detailed in Section 1. Please provide any information or commercial literature describing your company's capabilities, safety, supportability, quality, cost, availability or other information not specifically requested that you feel would be informative. This market research process is intended to obtain only non-proprietary available information about your company's capabilities. The USG does NOT wish to obtain any proprietary or otherwise protected documents as a result of this market survey. The USG may return data or documents that have proprietary or protected markings. 3. All portions of this market survey are merely for market research purposes, subject to change at any time, are in no way binding on the USG, and do not represent an established requirement. This market survey is furnished for information purposes only with the understanding that the USG is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the information set forth herein. Nothing contained in this survey should be regarded as a basis upon which to seek payment, reimbursement, or other consideration from the USG. Moreover, this market survey is not intended as a solicitation of offers or request for competitive proposals. 4. Response format. Electronic responses are required. Describe your technical approach on the modification or replacement solution(s) and alternative(s). What complexity of modification or replacement do you anticipate? 8. How much time do you anticipate to design and deliver your modification or replacement solution(s)? Please provide a detailed proposed schedule incorporating your technical approach. 9. What key aspects of your modification or replacement solution(s) ensure effective modification or replacement of the Kidde Dual Spectrum's CEP, as described in Section 1? 10. Describe how your modification or replacement solution(s) can be implemented from a cost perspective, especially with respect to engineering and logistics. 11. Has your modification or replacement solution(s) previously been integrated into any other similar vehicle platforms or relatable operational environments? Explain. 12. Please describe any anticipated subcontracting arrangements. 13.
