- INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-15-556 and the solicitation is issued as a Request for Quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 541712 - Research and development in the Physical, Engineering, and Life Sciences (Except Biotechnology) - and the associated small business size standard of 500 employees. SET-ASIDE STATUS This combined synopsis solicitation is a 100% small business set-aside. Only small businesses, with the associated NAICS code of 333314 and the small business size standard of 500 employees are invited to submit a quotation. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82, dated May 7, 2015. The resultant contract will include all applicable provisions and clauses in effect through this date. PURPOSE OF THE REQUIREMENTS The mission of the National Institute of Mental Health (NIMH) is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. In pursuit of this mission, NIMH requires electrophysiological equipment to conduct scientific research. Specifically, NIMH requires a micromanipulator system, motorized stage, manual XY stage, and microscope mounting plate. These items are essential components of a patch-clamp set-up and will allow the in vitro assessment of neuronal circuits in brain slices from mice. This includes investigating the synaptic connectivity of identified neuronal populations as well as their passive and active membrane properties. The following brand name or equal Scientifica products are required: 1.Double PatchStar Micromanipulator System - Once Cube (Qty 2.00) *20 mm of high resolution (20 nm) *Travel in XYZ and virtual approach *Drift of less than 1 micron over two hours and documented low electrical noise *Mounting hardware, rotation stages, sliding carriage for headstage and manual control of XYZ movement if required *Comes with one control cube with three color coded wheels for axial control and a toggle switch to select between manipulators *19 Rack mountable control unit and software for set-up *PC control and custom settings 2.PatchStar Shallow Bracket (Qty 2.00) *To allow low, shallow angle positioning of headstage (recommended if mounting on SlicePlatfrom, MTP or MMTP). 3.SlicePlatform - English (Qty 2.00) *Surface Material: Anodized Aluminum *Leg Material: Anodized Aluminum *Weight: Must not exceed 15.9 kg *Minimum/Maximum Surface Height: 220mm - 290 mm *Chamber adaptors accepted: 108mm and 110 MM *Three (3) manipulator mounting carriages, recording chamber kit (including magnetic mounting ring and two (2) perfusion tools), sample plate holder and locking system. 4.Manual XY Stage with Microscope Mounting Plate (Qty 2.00) *Large XY translation stage (200mm x 400mm x 66mm) with 25mm travel in X and Y. Micrometeres and crossed roller bearing to offer super smooth motion and reliability. Micrometers can be positioned left or right handed for user convenience and offer micron resolution. Includes mounting plate microscope mounting plate for Olympus, Nikon, Zeiss, and Leica and a waterproof safety sheet. CONTRACT TYPE The Government intends to award a firm fixed price purchase order.
