- USDA-ARS-St Paul, MN intends to award a sole source procurement to Picarro,Inc., pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be for a Model G2508 Cavity Ring-down Spectrophotometer including external pump, soil-flux processor. The Government intends to award a firm fixed price Purchase Order on or about August 27th, 2015, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 3:00PM Central time, August 27th, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries will be accepted via fax or email only. Analyzer-specific The analyzer must measure ambient concentrations of N2O, CO2, CH4, NH3, and H2O simultaneously using a single instrument. The analyzer is required to have guaranteed, tested, certified, and quoted drift and precision specifications over 24 hrs and/or 1 month of continuous operation for concentration of N2O, CO2, CH4, NH3, and H2O. The analyzer must be operable with normal ambient concentrations of water vapor. Special filtering or gas drying cannot be required. The software must include automated water vapor correction with guaranteed precision up to 3%v of water in the sample. The analyzer should include a built-in software program designed to automatically detect and flag data which may be inaccurate due to spectroscopic interference. The analyzer must be capable of maintaining a leak rate < 0.05 sccm over 12 hours. The analyzer must offer an optional software program that can provide real-time soil flux data processing and calculations using three built-in (or user-specific) flux algorithms and be capable of reading and displaying the soil chamber temperature and pressure sensors data using a 3rd party data logger. The optional flux software utility should allow the user to re-analyze the chamber accumulation trace multiple times, as well as post-process traces that were not initially collected within the program. The optional software program for chamber-based soil flux processing should also be capable of providing a whole system (chamber + analyzer) error estimate for the flux calculation. The a/m software should be able to provide real-time flags for monitoring the temperature and pressure within the chamber during the measurement.
