Description
THIS SPECIAL NOTICE IS A REQUEST FOR INFORMATION (RFI) USING MARKET RESEARCH AND WILL BE USED FOR PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. THIS ANNOUNCEMENT IS FOR THE PURPOSE OF MARKET RESEARCH ONLY AND MAY OR MAY NOT TRANSLATE INTO AN ACTUAL PROCUREMENT(S) IN FUTURE YEARS. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. Background: The Naval Sea Systems Command (NAVSEA) seeks information on integrated monitoring and control system architecture and systems that might be appropriate for use on future craft being designed to replace the aging 135 foot Landing Craft, Utility (LCU) fleet. At this early stage, the LCU 1700 acquisition program (formerly called Surface Connector Replacement or SC(X)(R)) estimates that up to 32 new vessels could be built, and the Government seeks to obtain awareness of and information on integrated monitoring and control system architecture and systems products of currently available design which are capable of supporting the needs of the new craft. These needs include simplification and reduction of data cabling, redundancy of the communications path, and ability to accommodate new and additional monitoring and control components throughout the craft's service life. This announcement is related to previously posted Special Notices N00024-15-SN002 and N00024-15-SN005. Requested Information: Information on integrated monitoring and control system architecture as well as systems utilizing industry standard approaches to the distribution of onboard data to reduce system cost and complexity vice individual cable runs for each component are desired. To the maximum extent practicable, components should natively use industry standard communications protocols; such as SAE J1939, DeviceNet, and NMEA 2000, without adaptive interface software or hardware. If practicable, the system architecture should provide for redundancy in the communications path in the event of damage to a part of the path. Hardware and software should be commercially available "off-the-shelf", reconfigurable, upgradable, and open-source to facilitate upgrades, maintenance, and support throughout the craft life cycle. Candidate craft systems envisioned for inclusion in the integrated monitoring and control system include operation and status monitoring of: 1) The propulsion diesel engine and marine gear. 2) The ship's service diesel generator. 3) Tank level indicators. 4) High bilge water alarms. 5) Fire alarms. 6) The watertight door open indicator. 7) Other sensors and controls typically used on a vessel of this size and service. The specific purpose of this RFI is to support the design of the LCU 1700, but the subject monitoring and control systems could be applicable to many other in-service ships and craft as well as new construction. Response Criteria: Interested parties are encouraged to respond to this announcement, addressing the monitoring and control system capabilities and all or part of the desired improvements listed above. Responses shall be sent by electronic mail to the NAVSEA point of contact, Ms. Linda Squires ( linda.squires@navy.mil ). WHEN TO SUBMIT: This information is requested to be provided by email by 4:00 PM, September 15, 2015. NOTICES REGARDING SOLICITATION: This notice does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SPECIAL NOTICE. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this special notice. Any information submitted by respondents as a result of this notice is strictly voluntary. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors who have executed non-disclosure agreements may have access to the information provided. Any information submitted which is to be provided and reviewed by Government personnel only shall be clearly marked as such. Otherwise, the Government shall construe consent has been given to allow access to the information by any relevant third party support contractor. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. IMPORTANT - Any email containing export controlled information must be marked FOUO and use encryption.
