CHANGE 20 - 1) Revised Technical Exhibit for Coleman Worksite attached herein. 2) The minimum guarantee for this IDIQ contract shall be the 1st task order issued against the contract. --- END OF CHANGE 20 --- CHANGE 19 - 1) The Labor Rate Price Book Attachment incorporated by Change 18 is hereby deleted in its entirety and replaced by the Labor Rate Price Book 22July2015 Attachment posted with this Change. 2) The following 2 attachments are incorporated herein: O&M Price Book for Germersheim and Gruenstadt and Service Order Price Book. 3) Offerors must complete and include all Price Book attachments in their proposal. --- END OF CHANGE 19 --- CHANGE 18 - 1) Coleman Barracks is now referred to as, and identified by, 'Coleman Worksite' in this solicitation and resultant contract. 2) Revised PWS and Labor Rate Price Book Attachment are incorporated herein. 3) Offeror questions and Government responses are as follows: Q1: Reference:PWS, paragraph 1.2, Responsibilities, pg 1 -- It appears that storage and office space for the contractor will not be provided at any of the three locations in this solicitation. For jobs requiring substantial materials, such as construction projects, will any temporary space at the installation be available to the contractor during the construction period? A2: Other than authorized, designated laydown areas at the jobsite for material staging to support a specific service/job/task order under this contract, the contractor will have to provide his own container(s) to store substantial material required for work. The contractor will need to request authorization from the DPW for location of any container delivery/placement. Q2: ReferencePWS, para 1.3.6, Security Program, and subparagraphs, pg 5 -- Subparagraphs 1.3.6.1,.2, and.3 require the contractor to accomplish certain security training. Will AT level I, iWatch/iSalute, and OPSEC training be available on line? Is a Government computer (.mil address) required to access training? A2: AT Level 1, iWatch/iSalute and OPSEC training are Garrison Security requirements, and are presently conducted in a classroom on a quarterly basis. Upon contract award, the contractor will need to make arrangements with Base Security for the scheduling of training for contractor employees. Q3: References: a. PWS, paragraph 4.3, Materials, pg 16; b. RFP, Section B; c. RFP, Section L, paragraph II.b) -- The contractor is required to order and maintain sufficient materials/spare parts. Are materials/parts to be priced in any or all of the following CLINs: 0001, 0002, 0007, 0008, 0009, 0010? If so, what is the purpose of CLINs 0013 and 0014, since CLINs 0013 and 0014 aren't priced according to Section L? A3: It would be virtually impossible for and offeror to adequately and properly price out material and spare parts for CLINs 0001, 0002, 0007, 0008, 0009 and their associated outyear CLINs before award of the contract because the offeror would not know what material/spare parts and quantities would be required for replenishment, regular use, etc. The two Material CLINs (0013 and 0014 and their associated outyear CLINs) are currently unpriced, but the Government will have an amount on each of those CLINs in the finalized RFP; these Material CLIN amounts will be added to each offeror's total evaluated proposed price during the proposal evaluation phase so that those amounts will be included in the overall contract award value. Q4: Reference:PWS, paragraph 5.1, subheading Work Management, pg 17-- This paragraph states that quote mark A list of installed equipment and systems shall be stored on the Contractor's server...and contain all historic and future maintenance data. quote mark Does the Government intend that the Contractor install and maintain its own computerized maintenance management system? Does the Government require that the contractor's CMMS interface with a Government CMMS? A4: The Contractor will submit an easy-to-understand Installed Equipment & Systems Maintenance Management spreadsheet which will provide information/data obtained in accordance with maintenance cycles indicated on each Technical Exhibit provided. The first maintenance effort would be the first one conducted right after award of contract. Q5: Reference: PWS, para 5.1.1.24.2(1), ISR Services, pg 49 -- The level of effort for physical surveys are 40 per quarter. Will this level of effort be constant throughout the entire contract term (5 years)? A5: The level of effort will not change during the life of the contract if conditions remain constant. Q6: Reference:PWS, para 5.1.1.24.2(2), ISR Services, pg 49 -- Contractor is required to accomplish rating documentation. Will all documentation be accomplished in hard copy? Will the contractor have access to the automated ISR documentation system? A6: The contractor will receive what is to be rated from the Master Planning Division of the Department of Public Works (DPW). The contractor will provide the result in hard copy to the Master Planning Division. Q7: References: a: PWS, Part 7, Attachments 4, 5 and 6; b. RFP, Section L, paragraph II.b) -- Reference is made to Attachment 4, PM (SOO) Price Book; Attachment 5, Labor Hour Price Book; and Attachment 6, Service Order Price Book. When will these attachments be available? A7: As of this Sources Sought Synopsis Change, all of these attachments have been uploaded to ASFI/FedBizOpps. Q8: Reference:PWS, Part 3 Management Paragraph 1.3.1.1.7 -- The contractor must maintain the referenced CDRL 0016 Installed equipment database. Does the Database currently exist and the new contractor only needs to maintain it or does the new contractor create it? If this database currently exists will the government provide it to the bidders? What data fields are required for this CDRL 0016? A8: The contractor will create a Database in the form of an easy-to-understand spreadsheet, using the Technical Exhibits provided as reference points. The Government has listed all equipment it has information on, in the Technical Exhibits, along with the inspection frequency and maintenance requirements of the equipment. The contractor shall add information to its spreadsheet (database) on any equipment discovered during contract performance, which is not listed on any Technical Exhibit. The fields required for CDRL 0016 are specified on CDRL 0016 (for example, manufacturer, location, etc.), but the contractor can also add fields that will provide a better understanding of the status or condition of equipment. Q9: How many people with the government have available to perform the walk-through for all the facilities covered in this contract? How many days does the government allot for this to be accomplished? A9: The Government will do its utmost to provide personnel to perform walk-throughs with the contractor for all facilities covered in this contract. And, the Government will be reasonable and realistic in its expectation of the joint partnership accomplishment of this critical effort required at the outset of the contract, as well as at the end of the contract. Q10: Reference: Page 68 of PWS -- There is a list of 6 attachments that do not match any documents currently in AFSI. Are these documents uploaded yet? A10: As of this Sources Sought Synopsis Change, all of these attachments have been uploaded to ASFI/FedBizOpps. Q11: Reference: Part 5 General -- The government has multiple references to the requirement for the establishment of an inspection and maintenance schedule. Will the government provide the last scheduled maintenance completion dates to the bidders so that we can determine when the next major inspections are required and can properly determine the correct number of occurrences to price? A11: Very little information exist as to the last, or any, maintenance/inspection performed on equipment covered by this contract. Thus, the contractor's inspection and maintenance schedule will have to be established after its walk-throughs so that condition of equipment or systems can be ascertained. To support the development of a proposal in response to this solicitation, the offeror should follow the frequency schedule and maintenance requirements per identified equipment specified in the Technical Exhibits. That is the only fair way to evaluate proposals since no one knows, or was given, precise condition of equipment. After contract award, if it is determined that a particular equipment requires more than routine maintenance work or inspection, then the two parties will discuss a course of action at that point. --- END OF CHANGE 18 --- CHANGE 17 - Disregard Grounds Maintenance Price Book Attachment incorporated under Change 16, and replace with the Grounds Maintenance Germersheim, Gruenstadt & Coleman Barracks Attachments herein. Additional TEs for these 2 installations will be forthcoming on Change 10. --- END OF CHANGE 9 --- CHANGE 8 - 1) Technical Exhibits (TEs) for Coleman Barracks are attached herein. 2) 20 April 2015 (Monday) Site Visit to Germersheim, Gruenstadt & Coleman Barracks: All attendees are to meet Government representatives at the Gruenstadt AAFES Depot Main Gate at 0900 HRS. Government personnel will be riding on a shuttle to the 3 installations, and prospective offerors will be required to follow the shuttle in their respective vehicles and stay with this convoy throughout the visits at all locations. 3) 22 April 2015 (Wednesday) Pre-Solicitation Conference at 1000 HRS. Meeting will be held at the DPW Conference Room, Bldg #164 at Rhine Ordnance Barracks (ROB), Kaiserslautern 67657. Government contracting and technical personnel will discuss the solicitation, Performance Work Statement (PWS) and technical exhibits/attachments, and answer questions from offerors. Offeror attendees who participate in the 20 April 2015 Site Visits, will have their names automatically submitted to the ROB Security Office for access to this Pre-Solicitation Conference. 4) Ms. Harding will be off work from 13 - 17 April 2015. Therefore, please email Site Visit/Pre-Solicitation Conference attendee names and required contact details to Ms. Mo Williams at morild.williams2.ln@mail.mil. All prospective attendees must have their contact information to Ms. Williams no later than 1400 HRS Central European Time (CET) on 16 April 2015. 5) Contract Line Items (CLINs) that were previously designated as Time and Material (T&M) are now changed to Unspecified Contract Type and Subject to Negotiation (meaning, the contract-type of that CLIN and resultant task order could end up being FFP or Cost depending on the features of the emergency repair requirement. --- END OF CHANGE 8 --- CHANGE 7 - The following information will be added to the solicitation's Section C/PWS and/or Section H/Special Contract Requirements or other applicable section of the RFP: 1) The Project Manager is to work only on this one Government contract during the life of this contract. The Project Manager's labor hours or salary shall not be simultaneously charged to, or utilized under, a different and separate US Government contract. 2) The contractor is responsible for regularly, properly and adequately inspecting and maintaining facilities, sites and equipment under this contract's firm-fixed-price CLINs 0001, 1001 and 2001. The contractor will not be authorized to charge for, invoice, or request a service order or IJO for repair or maintenance requirements that should have been covered under the firm-fixed-price CLINs of 0001, 1001 or 2001 and which the contractor did not regularly, properly and adequately inspect and maintain under the aforementioned CLINs. 3) Warranty of contractor's services performed, goods/products/deliverables provided and/or construction projects completed, will be two (2) years from the date of Government acceptance of those items/entities. 4) The contractor is not to start or execute any in-scope or out-of-scope work requirements or actions directed or requested by an unauthorized US Government official or representative. If the contractor is unsure as to which Government entity has authority for directing work or obligating funds under this contract, the contractor should inquire with the Contracting Officer. 5) The Government may request any supporting data or documentation deemed necessary from the contractor in order to substantiate contractor invoice, proposal or work/ progress status information. 6) Any required replacement parts, as-built drawings, technical notes, technical or equipment manuals, etc. will be provided to the Government upon completion of the requirement, service order or IJO. 7) Question from prospective offeror: Can you tell me if there is an incumbent contractor currently performing work for solicitation # W564KV15R0005? If so, could you please provide their company name and contract number? Answer: There are several, different incumbent contractors currently, or had previously, performed different aspects of what will be on this new contract. To avoid having to work with different contractors for O&M, Grounds Maintenance and Snow/Ice Removal at 3 different sites, the requirement was combined into this one new consolidated contract. --- END OF CHANGE 7 --- CHANGE 6 - The following information are incorporated herein: 1) The Government is intending to conduct a Pre-Solicitation Conference (as opposed to the previously planned Pre-Proposal Conference) and Site Visit to Germersheim, Gruenstadt and Coleman Barracks. This Pre-Solicitation event is scheduled for Monday, 20 April 2015, from 0800 to 1500 HRS. 2) Interested firms are requested to submit names to mary.j.harding8.civ@mail.mil of no more than 3 representatives per company. Also, please provide the Fuhrerschein # and Personalausweis # of each German National attendee or the equivalent of these 2 picture ID cards if the individual is from a different European Union country. If the attendee is a U.S. citizen or U.S. Permanent Resident, please provide the individual's Passport # (or Green Card #, if applicable) and U.S. Driver's License # and Issuing State. 3) The 0800 meeting location will be at either Gruenstadt or Germersheim (exact location to be provided on a forthcoming synopsis amendment). Please also provide the Vehicle Registration # of the vehicle(s) that will be used by attendees. 4) Prospective offerors are urged to start submitting questions regarding the Draft Performance Work Statement (PWS) or procurement process to mary.j.harding8.civ@mail.mil, so that the Government can start providing answers, clarifications and/or making any necessary changes to the Draft PWS/Draft RFP. --- END OF CHANGE 6 --- CHANGE 5 - The following information are incorporated herein: 1) Question from an Interested Firm: Do you have the details for the Pre-Proposal / Site Visit? I didn't see them in yesterday's post. This information will be added to the Security section of an upcoming, updated PWS. 3) Additional information on requirements for Coleman Barracks, such as equipment type, quantities, etc. will also be added to the upcoming revised PWS. 4) Technical Evaluation Factors under Section M of the RFP will be the following: a. Technical Capability - MOST important of the 3 technical evaluation factors b. Management Capability - equal to Past Performance in importance c. The original Sources Sought Synopsis of 03 FEB 2015 follows: The 409th Contract Support Brigade's Theater Contracting Center (TCC) intends to issue a Request for Proposal (RFP) for a consolidated Indefinite Delivery Indefinite Quantity (IDIQ) contract with Time & Material (T&M) contract line items CLINs) to provide facilities operations and maintenance services, minor construction and repair projects, grounds maintenance services and snow and ice removal services at various locations and facilities within U.S. Army Garrison Rheinland-Pfalz installations Germersheim Army Depot, AAFES Gruenstadt Depot and Coleman Barracks - Mannheim in Germany. There is presently no incumbent, stand-alone, consolidated contract for these requirements. 1. This will be a best value, negotiated procurement using source selection procedures pursuant to FAR 15. Technical evaluation factors will be 1) Technical Capability; 2) Management Capability; and, 3) Past Performance. Price Proposals will be evaluated for price reasonableness and price realism. 2. The proposed IDIQ will be for a base year; 4 option years thereafter; plus, a 6-month extension option invoked only upon the exercise of FAR clause 52.217-8. The cost of the 6-month option under 52.217-8 shall be included in the evaluation of the offeror's price proposal. 3.
