Statement of Work Document for F1M2X55120AW01 COMBINED SYNOPSIS/ SOLICITATION FOR COMMERCIAL ITEMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M2X55120AW01 and is being issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, Dated 03 Aug 2015. (iv) This acquisition is set-aside 100% small business. The NAICS code is 339113 with a size standard of 500 Employees. (v) Contractors shall submit a proposal for providing and installing a Fall Arrest/Fall Protection System for Joint Base Charleston, South Carolina. This ceiling-supported system will be installed in the corrosion control facility (paint barn) and will require engineering, design and fabrication to fit the building dimensions to allow maintenance personnel to maneuver safely above the C-17 aircraft. The service required will consist of installation, operational tests, compliance with all applicable OSHA regulations, and training for maintenance personnel. The system will be designed for use over the center of each wing from wingtip to wingtip. It will also run from the nose to tail of the C-17 aircraft and over each horizontal stabilizer. All labor, vehicles, equipment, tools, materials, supervision and other furnished property and services will be provided by the contractor except as specified in the contract as Government Furnished Property. A firm fixed price contract is contemplated. A MANDATORY SITE VISIT will be conducted at building 515 on 18 August 2015 at 09:30 A.M. All prospective Offerors shall meet at the Dorchester Main Gate, Joint Base Charleston, South Carolina. Eastern Standard Time if they plan to attend. Offerors are cautioned that JB CHS has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED. Offerors should arrive no later than 09:00 A.M. in order to obtain a visitor pass (requiring valid driver's license) All responsible sources may submit a proposal, which shall be considered. (vi) F1M2X55120AW01 C-17 Hangar overhead track fall restraint system on Joint Base Charleston, South Carolina. (See attached statement of work) (vii) Delivery & Acceptance FOB destination. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Technical capability of the system offered to meet the Government requirement. The Government will award a contract to the lowest priced technically acceptable offer. The WAWF routing information will be provided upon award.) • DFARS 252.246-7000, Material Inspection And Receiving Report • AFFARS 5352.201-9101 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
