- Enhanced Automated Gates SOW sole source justification The United States Department of Agriculture (USDA) intends to award on a sole source basis an order to Gate Logic Gates and Security, 6920 Braddock Road, Suite B-236, Annandale, Virginia 22003. Market Research Conducted In early January 2015 extensive market research was conducted regarding Courtyard Gate Automation of USDA South Building Gate 2, with minimal responses from interested contractors identifying that they could fully and competently perform these upgrades, as well in meeting specifications. Multiple contractors were contacted, however only two vendors Concentric Security, and Gate Logic, both expressed interests and provided cost proposals outlining costs and proposed detail on how they would meet project expectations. Gate Logic provided the best solution regarding single source (absent multiple contractors) contracting to meet all requirements. Due to the major point of concern of maintaining facility security during installation, it was also strongly encouraged that the optimal contractor would be able to provide greater than 90% of all services in-house, without relying upon and or utilizing multiple tiers of contractors, and or installation sources. Extensive market research concluded that Gate Logic was best suited based on their proposed design, cost proposal, and efforts regarding minimizing multiple contractor resources while assuring Security provisions could be achieved, to include costs were aligned with budgeted funding. The identified contractor engineered, designed, and hosted the original gate automation project, which was implemented within Court 2. The subject contractor provided a quote for the direct replacement of outdated and non-operational gate actuators, controllers, and mechanical operators that were no longer operational for the Courtyard Gates 2, at the South Building. The identified contractor can provide an identical replacement for the remaining gate systems that will fit into the existing footprint, use the existing power requirements, while staying aligned with original engineering perspectives. Using an alternate system would require a complete redesign of the system, cutting/removing/replacing historical characteristics of facility and concrete, installing new anchorage systems, and costs of re-commissioning services. A direct and uniform replacement is necessary to minimize the amount of time required to provide a secure and reliable entry gate system, while optimizing and utilizing, design and engineering from original gate automation project.
