Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK intends to procure on a sole source basis with Polyorg, Inc of 10 Powers Street, Leominster, MA 01453. The National Institutes of Health (NIH), National Library of Medicine (NLM), Synthetic Bioactive Molecules Section of the Laboratory of Bioorganic Chemistry is involved in the discovery and development of new peptide nucleic acids (PNAs). Some of these molecules are potential components for diagnostic kits to be used for the rapid detection of nucleic acids associated with diseases. The development of new diagnostic kits to signal the early stages of infections or cancers could be of great benefit to human health and thus to NIDDK's mission. In order to make PNAs and study their binding to nucleic acid sequences, it is essential to have the correct starting materials. The lab has shown that the incorporation of trans-cyclopentanediamine into PNA backbones improves binding to target nucleic acid sequences. Our research on PNA development for the detection of nucleic acids associated with diseases therefore depends on the purchase of the chemicals to have the correct chemical composition. Polyorg is the only known company who can provide the chemical compounds necessary for our experiments in the quantities needed. All materials must meet the following specification: 1. 1 to 10 g of protected Peptide Nucleic Acid (PNA) monomers with the nucleobase that has a protecting groups on the exocyclic amine of the nucleobase as indicated in the order. 2. Each material provided with characterization data (NMR and HPLC). 3. Other chemicals to be acquired: 4. Fmoc-A-(Bhoc)-aeg-OH, 10-20 g 5. Fmoc-C-(Bhoc)-aeg-OH, 10-20 g 6. Fmoc-G-(Bhoc)-aeg-OH, 10-20 g 7. Fmoc-T-(Bhoc)-aeg-OH, 10-20 g 8. Boc-PNA-cyclopentane-T, 2 g 9. Boc-PNA-cyclopentane-A, 1 g 10. Boc-PNA-cyclopentane-C, 1 g 11. A(Bhoc)-acetic acid, 10 g 12. C(Bhoc)-acetic acid, 10 g 13. G(Bhoc)-acetic acid, 10 g 14. Bhoc-PPG-acetic acid, 1 g 15. Boc-PNA-G-monomer 10 g This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 325199 and the business size standard is 1,000. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. The period of performance shall be twelve (12) months from date of award. This is not a solicitation for competitive quotations. However, if any interested party believed they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NIDDK Acquisitions Branch on or before 11:00 AM EST on Tuesday, August 21, 2015. Electronic submissions will be accepted or they can be mailed to the DK Acquisitions Branch to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR] http://www.sam.gov. No collect calls will be accepted.
