- Statement of Work for Turksat Satellite System 1. This combined synopsis/solicitation is issued as a Request for Quote (RFQ) to establish a Purchase Order. 2. The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) issues Solicitation No. BBG50-R-15-00048 as a Request for Quote (RFQ) under Solicitation No. BBG50-R-15-00048, the Contractor shall acquire one satellite audio channel (one stereo pair, 192 Kb/s) on the Turksat Satellite system. This is required to support the BBG/IBB's mission to provide a source to distribute VOA program to the Eurasian region. 3. The North American Industry Classification Systems (NAICS) code for this acquisition is 517410 with a small business size standards 4. The period of performance will begin on or about time of award. 5. Classification Code: D -- Information technology services, including telecommunications services. 6. The Federal Acquisition Regulation (FAR) provision FAR 52.212-1 Instruction to Offerors-Commercial Items, applies to this solicitation. FAR provisions and clauses may be obtained from the Internet Web address at: http://acquisition.gov/far/index.html Interested contractors who are capable of providing these services should submit a proposal identifying capabilities as noted below. The contractor shall demonstrate the ability and experience in providing the required services. 7. Price Quote: Offeror shall provide a Price Quote that states the Offeror's proposed annual Total Price 8. Quote Submission: Separate Quote packages are required for each individual key personnel submitting under this RFQ. 9. FAR 52.212-1 Instructions to Offerors-Commercial Items (Apr 2014) 10. FAR 52. 212-2 Evaluation-Commercial Items (Oct 2014) 11. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Mar 2015) 12. FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Dec 2014) 13. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2015) 14. The following factors listed in order of importance shall be addressed in the technical proposals and shall be used to evaluate proposals: a. Experience b. Pricing (Best value) c. Past performance. Best value is defined as the expected outcome of an acquisition that, in the government's estimation, provides the greatest overall benefit in response to the requirement, in accordance with FAR 2.101. The Government reserves the right to make a selection based upon the initial quote submissions so the offeror should submit its best terms in the initial quote. The government may also determine to make no award. 15. The below-stated technical evaluation sub-factors, when combined, are significantly more important than price in the BBG's overall evaluation of an Offeror's proposal. Past performance will also considered [see FAR Subpart 15.304 (Evaluation Factors and Significant Sub-factors)] 16. The Period of Performance is a base period from date of award for 365 days, with two option periods for 365 days at the discretion of the Government. Question concerning this solicitation must include the solicitation number must be received by the Contracting Specialist, Malita Dyson, no later than August 13, 2015, 12PM EDST via email at mdyson@bbg.gov. 17. Proposal shall be in writing and must be signed by an official who is authorized to bind the organization. Fax or oral proposals will not be accepted. Proposals shall be submitted electronically via email to Malita Dyson at mdyson@bbg.gov. All proposals must be received by 12pm EDST on August 28, 2015. Offerors are reminded to submit two separate attachments - a. Technical Proposal, b. Price Proposal. Offerors may send one email with both attachments. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT TOTAL SIZE OF ALL ATTACHEMNT MUST NOT EXCEED 23MB. All Offerors must be registered in System for Award Management (SAM) at http://www.sam.gov and under NAICS code 571410 to be eligible for award.
