Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing Tri-Carb 4810TR Scintillation Counter. NIDDK must retire (2) current scintillation counters because their manufacturer has announced that it will no longer offer technical support for them. The work of NIDDK requires extremely precise measurements of radioactivity in liquids with very low activity. The Tri-Carb 4810TR Scintillation Counter is uniquely qualified to meet our specialized needs because of its patented TR-LSC® (Time-Resolved Liquid Scintillation Counting) system. The innovative TR-LSC lowers the instrument's background levels when counting low activity samples. This is accomplished by use of an "after pulse" analysis that will enable us to more aggressively categorize whether the count originated from within the sample, or was due to some external event. By lowering the backgrounds, we can effect a greater level of sensitivity, lowering the MDA of the instrument. No other scintillation counter offers this technology which is vital to the work that we perform. The intended procurement will be classified under North American Industrial Classification (NAICS) code 344516 with a size standard of 500. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Capability statement must be received at the address identified in this synopsis no later than 11:00 A.M. local time at designated location) on August 17, 2015. Responses by E-MAIL WILL BE ACCEPTED and can be sent to griffin@mail.nih.gov. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
