- The U.S. Army Corps of Engineers, Portland District, intends to award a firm fixed price Job Order under a Mastership Agreement for overhaul, maintenance and repair to the Dredge Essayons. Major work items that may be associated with the overhaul and dry docking include but are not limited to: - Replacement and general ship systems maintenance and repair work - Pressure washing exterior hull (Keel to upper deck and bulwarks); Spot blasting as applicable - Painting areas of the dredge hull below the water line and miscellaneous areas above the upper deck - Coating the entire lower hull, upper hull (Waterline to upper deck and bulwarks) - Furnishing and installing new anodes - Hull coating replacement - Cleaning, inspecting and/or painting anchors, chains, chain lockers and forward / aft tanks - Complete inspection of the hopper areas - Hopper door and actuator repairs - Hopper staging and steel repairs - Overhauling hopper door and overflow hydraulic cylinder - Removing and reinstalling propeller blades - Removing and replacing tail shaft / hub assembly and main propulsion shaft bearings - Repairing bow thrusters, and Bow thruster remount - Inspecting sea valves - Replacing trunnion inlet valve and associated piping - Replacing rudder, rudder stock and bushings - Inspecting and replacing skin valves and sea strainers - Inspecting, cleaning, removing and/or overhauling supply and exhaust fans - Cleaning pump and engine room bilges - Miscellaneous inspecting, repairing and/or removing related to hopper doors - Inspecting and maintaining fire detection and extinguisher systems - ABS special survey - Drag arm system winch repairs and machinery overhauls - Valve repairs - Possible replacement of dredge engines, pumps, and piping - Steering and propeller shaft work (dropping rudders and removing tailshafts) - Sea valve/sea chest/hull anode replacements and repairs - Anchor chain and chain locker removals and inspections It is possible that the ABS International Load Line Certificate will be renewed during this availability. The Drydock Examination, Internal Structural Review and the Annual Inspection for renewal of the USCG Certificate of Inspection may also be performed during this availability. All overhaul work shall be performed at the Contractor's facility. The Government will deliver the vessel to the contractor facility. Upon completion of the work, the vessel will conduct and pass dock and sea trials prior to delivery back to the Government. Vessel Information: The Dredge Essayons is USACE ESSAYONS is a trailing arm suction Hopper Dredge built in 1984. It has the following characteristics: Length Overall 350 Feet Length B.P. 333 Feet Beam Molded 68 Feet Beam Overall (With Drag Arms Lowered) 108 Feet Registered Gross Tonnage 7,248 Long Tons Normal Light, Draft Forward 19'-0" Normal Light, Draft Aft 21'-0" Class ABS Loadline The period of performance is expected to start 1 November 2015 and last until 15 Jan 2015 Important requirements contractors should be made aware of in advance: Prospective contractors must have, or be capable of, entering into a Master Ship Agreement with USACE, Portland District. The area of consideration for award is limited to Alaska, California, Hawaii, Oregon and Washington. Contractors outside of this area will not be considered. A site visit will be arranged once solicitation has been posted and ship schedule availability has been finalized. The job order award will not be considered commercial in nature. Award will be made as a whole to one Offeror. The acquisition will be solicited using the procurement process prescribed in Part 15, contracts by negotiation, of the Federal Acquisition Regulations. Liquidated damages will be a part of any award and may be applied for failure to complete the work within the designated performance period. A location differential will be added to total price/cost of proposals for all locations outside of the Essayons' home base location (Portland, OR). The method of calculation will include using GSA standard rates for travel, per diem for personnel who will not be at their home base location combined with the cost of ship travel to location. The Government will intend to evaluate proposals and award a contract without discussions with Offerors, except clarifications as described in FAR 15.306(a); therefore, the Offeror's initial proposal should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Due to the size of the plans and drawings, interested vendors will be asked to contact Ms. Laurie Gillespie at the above contact information to arrange for delivery. It is the contractor's responsibility to monitor FBO for any amendments. Solicitation Number W9127N- 15-R 0065 will be issued on or about 1 Sep 2015 will be due on, or about, 2 Oct 2015 All contractors are required to be registered in the DOD System for Award Management by award. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 report on your employment of targeted veterans.
