Description
The Regional Contracting Center Americas (RCC Americas), Bldg 1026, Joint Base San Antonio, Fort Sam Houston, Texas, intends to award a six (6) month firm fixed-price (Bridge) contract with two (2) three (3) month options to provide Driver and Dispatch services required by the US Military Group (USMILGP) Colombia. The anticipated award date is on or about 25 August 2015. This short term contract will allow continued Driver & Dispatch service which is currently being performed by Cambridge International Systems, Inc. 2300 Clarendon Blvd, Ste 705, Arlington, VA 22201. It is not expected that a replacement competitive contract can be awarded prior to 31 August 2015, the date contract W913FT-14-C-0006 ends; to allow for continued uninterrupted services. There is an immediate need for the continuation of the driver and dispatch services provided by Cambridge International Systems Inc. that will ensure seamless support to USMILGP-Colombia. It is expect this requirement will be added to a competitive follow-on effort, which is currently being procured by Air Combat Command Acquisition Management and Integration Center (HQ ACC AMIC) Contracted Advisory and Assistance Services (CASS) under synopsis of RFP FA4890-14-R-0023. It has been determined that Cambridge International Systems, Inc. is the only Responsible Source and no other Supplies or Services will satisfy Agency Requirements for this bridge effort. The statutory authority for other than full and open competition is 10.U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR)6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Type of Supplies of Services Will Satisfy Agency Requirements. This notice of intent is not a request for proposals. All responsible sources may submit a detailed capability statement or proposal which shall be considered by the agency. The capability statement or proposal shall include technical and pricing information sufficient to enable the government how the offeror is able to bring on an acceptable, security cleared workforce without transition to start performance by 1 September 2015 at a reasonable price. A determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Responses to this notice shall be received no later than 14 days after the date of publication of this synopsis.
