Description
AFSL Temp Sensor NOTICE OF INTENT TO SOLICIT FROM A SINGLE SOURCE Solicitation Number: AG-0120-S-15-0039 Status: Open Description of Contract Action: Develop temperature sensor. Posting Date: 10 August 2015 Close Date: 20 August 2015 by 2 pm Alaska time. Contact Point: Bette Welch, Purchasing Agent, 907-743-9566 or email: bewelch@fs.fed.us The US Forest Service, Chugach National Forest, intends to award a sole source, firm fixed price purchase order, as authorized by the Federal Acquisition Regulation (FAR) Part 13 (13.106-1 (b) (1)), to iDUS Controls LTD, 2103E - 4464 Markham Street, Victoria BC. Description: This project seeks the development of a temperature sensor that could be deployed by Forest Service field crews measuring forestry plots. The sensor shall be compact enough to be easily transported in the field by a field crew member who may have to hike an extended distance to reach field plots. The sensor shall be durable enough to withstand the environment for up to 12 years. Installation locations will occur in as far reaching locations as interior Alaska and the Pacific Islands. As such, the sensor shall be durable enough to withstand being in the field for 12 years in sunny conditions where salt spray may lead to corrosion of sensor components. The sensor shall be capable of withstanding temperatures as low as -40o C and +40o C. The sensor shall be capable of storing temperature measurements made at 2 hour intervals for 10 years. Stored measurements shall be retrievable even if the battery power stops. Ideally the unit would record duplicate measurements of temperature so that failure of one sensor would be backed up by a second sensor. In this scenario, the two measures should be offset by 1 hour so that users could construct hourly measurement logs. The sensor should be easily installed in the field on trees at a height of 2 m. The initial request is for the development of 3 prototype sensors to be tested in the field. If the results of the testing prove to be favorable, then there is the potential for the sensors to be deployed on a more wide spread basis e.g., throughout the US and affiliated countries as part of a large scale forest field inventory. The current requirement value is $6,000. Future requirements are dependent on receipt of funding. If funds are received in future fiscal years, it is possible that this requirement will continue and the aggregate total may exceed $25,000; however the aggregate total will not exceed $150,000. This is not a request for proposal. No package is available for competitive proposals. However, companies that feel they can provide equal services may submit a statement of capability, past performance information, price and delivery time for satisfying this requirement no later than 20 August 2015 by 2 pm, Alaska time.
