Description
Amendment 3: Q: Is there an incumbent contractor supporting this requirement or is this a new effort? A: This is not a new effort. Q: Is the incumbent contractor eligible to bid? A: Yes they are. Q:We assume that Government is expecting us to include Tech Approach, Price and Past Performance as part of the same document. Is that a true statement? A: Yes Q: Section 2.1, Scope Requirements: We understand that total of 11 courses will be developed as part of this whole effort. Please provide number of modules that will be included within each course. Additionally, please provide the estimated length of each course that will be developed? A: The number of modules that will be included within each course is up to contracting company to determine what would be best for delivering the courses based on past courses utilized in federal agencies. Length of course should be based on previous federal financial training courses used by other federal agencies. Q: Section 2.1, Scope Requirements: Has the story boards been developed for new courses that will be implemented? A: USDA does not have story boards for the courses. Currently we are utilizing completed courses. Q: Section 2.1, Assumptions, Courses will be based on one- and two-day Federal employee seminars taught by CERTIFIED FINANCIAL PLANNER professional. We assume that will be the responsibility of government. Is that true statement. A: There is no 2.1 assumptions, there is 2.2 assumptions, assuming this questions is for Section 2.2 assumptions. Courses will be based on one- and two-day Federal employee seminars taught by CERTIFIED FINANCIAL PLANNER professional. - The course that are submitted by the awarded contracting company are to be based on or similar to in person Federal employee seminars taught by a CERTIFIED FINANCIAL PLANNER professional that meet federal financial course standards. These would be the virtual online training course which are a replacement for in person Federal employee seminars taught by a CERTIFIED FINANCIAL PLANNER professional. Q: Since we don't see a price proposal template, please provide complete breakdown on what would you like us to include in cost proposal i.e. only cost involved in developing 11 course materials, and maintaining/updating that course materials. A: Include for price proposal: - Cost to develop courses - Cost to maintaining/updating that course materials ** Note: USDA is requiring the contracting company submission to have past experience and course content with other federal agencies. USDA expects to have completed courses ready for publishing on award. mendment 2: The Government will extend the closing date for this solicitation to 5:00PM MST WEDNESDAY AUGUST 12, 2015. PROPOSALS WILL BE ACCEPTED VIA MAIL DELIVERY OR VIA FEDBIZOPS. Additional questions have been answered below. 1. Section 2.1 Scope Requirements - Detailed. Bullet 4. Is the intent of this bullet for a contractor to work without being paid or should the word "additional" be inserted between "no" and "cost"? If it is the latter, please share the current government estimate of the amount of upgrading work that is to be accomplished at no additional cost. Response / UPDATE: All course will be upgraded to current federal content anytime a change occurs to the course content at no additional cost to the government. 2. Section 2.2 Assumptions. Bullet 5. In order for USDA to receive each bidder's best price, please provide the current government estimate of the number of webinars that "may be provided to introduce courses to employees and/or benefits personnel." Response / UPDATE: Estimated 1 per year, last 2 fiscal years USDA has zero requests for webinars to introduce courses to employees and/or benefits personnel. 3. Section 2.2 Assumptions. Bullets 11 and 13 - 16 each mentions licenses. Is this a COTS purchase or does USDA prefer customized training products tailored to USDA specific needs? If it is the latter, please confirm that there is no need to "purchase additional licenses" as the USDA will have paid for development and should be provided with a free government purpose rights license in perpetuity. Response / UPDATE: USDA prefer customized training products tailored to Federal Government Benefits. There is no need to purchase additional licensure if they are provided with a free government purpose rights license in perpetuity. 4. Section 3. OTHER DETAILS. Bullet 3 Past Metrics on Courses, sub-bullets 2 and 3. Is it correct that 19,000 persons requested the course from October 1, 2014 to July 21, 2015 but only 480 completed it? Response / UPDATE: Yes, this is correct. Many users of the LMS add course to their "To Do List", but end of not completing the course or partially completing them. Some courses are designed to create a financial plan that can be reviewed and edited at anytime. It is not meant to be completed. Once it is completed, the user would have to redo the course and recreate their financial plan. It is intended to be used like a resource that can be returned to for additional updates, whereas the item is on your to do list to facilitate access to resources. 5. Section 3. OTHER DETAILS. Bullet 3 Past Metrics on Courses. Will the current course be provided as GFI? Response / UPDATE: Past metric can be supplied in more detail if available from USDA, the current course will not be supplied as GFI. he USDA/POD is issuing this competitive solicitation under the FedBizOps program to qualified contract holders for the purpose of entering into a contract under the FedBizOps.This requirement is for the USDA Department Wide. If you are interested in this acquisition, you may participate by submitting your response in accordance with the following instructions. Offerors are required to submit a quote, via the FedBizOps system, in accordance with the quote preparation instructions attached to Government officials for the purposes of assuring that the prospective Contractor is fully cognizant of the scope of this contract and has the capability to complete all requirements. The acquisition will be entirely firm fixed price. This acquisition will result in an award under the FebBizOps contract vehicle Award is anticipated on or around August 12, 2015. Period of Performance: Base: DOA- June 30, 2015 Option Year 1: July 1, 2016 - June 30, 2017 Option Year 2: July 1, 2017 - June 30, 2018 Option Year 3: July 1, 2018 - June 30, 2019 Option Year 4: July 1, 2018 - June 30, 2020
