Description
This is a pre-solicitation notice for SOLICITATION NUMBER HSCG85-15-Q-P45P61. The United States Coast Guard Surfaces Forces Logistic Center intends to issue a Commercial Request for Quote (RFQ) for USCG SFLC IBCTPL WYTL 65' DRYDOCK VOYAGE REPAIRS IDIQ. The acquisition will be solicited as a Total Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about 24 August, 2015. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. If you have questions regarding FEDBIZOPPS, contact Mei S Chan email at Mei.S.Chan@uscg.mil. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all requests via e-mail to Mei.S.Chan@uscg.mil. This requirement is for the contractor to provide all necessary facilities, materials, equipment and personnel to perform a dry-dock, repairs, and emergency repairs to the U.S. Coast Guard four (4) Cutters in the Northern New England - Region will encompass the states of MA and ME and seven (7) Cutters in the Southern New England - Region will encompass the states of CT, PA, MD, NJ, NY and MD. The Government contemplates award of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) resulting from this solicitation. Under these contracts, the Coast Guard will issue Task Orders. Task orders may be issued by mail, e-mail, facsimile, or orally (followed up in writing). All work will be performed at the contractor's facility. GEOGRAPHICAL RESTRICTION In accordance with LANTAREAINST 3100.1D titled Geographic Restriction for Commercial Vessel repair contacts, all dry-dock work shall be performed at the contractor's facility within a geographical restriction of an area no greater than 195 nautical miles from their homeport and not further than 10 nautical miles offshore. SCOPE OF WORK: The scope of the acquisition for the IBCTPL WYTL 65' DRYDOCK VOYAGE REPAIRS is listed as Attachment 2- Work Specification. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be for a Base plus Four (4) Option Periods from 02 November 2015 thru 01 November 2020 (Subject to change at the discretion of the Government). Base Period: 02 Nov 2015 thru 01 Nov 2016 Option Period 1: 02 Nov 2016 thru 01 Nov 2017 Option Period 2: 02 Nov 2017 thru 01 Nov 2018 Option Period 3: 02 Nov 2018 thru 01 Nov 2019 Option Period 4: 02 Nov 2019 thru 01 Nov 2020 NAICS Code/Size Standard: The applicable NAICS Code is 336611, Ship Building and Repairing and the size standard is 1,000 employees. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. This solicitation is Subject to Availability of Funds. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
