- This is a notice of intent not a request for a proposal. A solicitation document will not be issued, and proposals will not be requested. The National Institute of Health Clinical Center(NIH/CC), Office of Purchasing and Contracts (OPC) in Bethesda, Maryland, on behalf of the Department of Bioethics at the Clinical Center, in collaboration with the National Institute of Allergy and Infectious Diseases, intend to negotiate, and award a purchase order on a non-competitive basis. The purpose of this requirement is to obtain compulsory organizational and ground support services for multiple workshops on the Ethical and Regulatory Aspects of Clinical Research and young scholar's workshops in various sites by the University of Bergen, Museplassen 1, Bergen 5007, Norway. The workshops will be in association with the Peking Union Medical College in Beijing and with in-country collaborators in Kenya and possibly India, or Zimbabwe. The University of Bergen will handle local logistics including travel of participants to these workshops for ethics training. In addition, they will provide resources for experts in research ethics, as well as contacts with the World Health Organization (WHO) country offices in the regions and with national regulatory authorities such as Indian Council of Medical Research (ICMR) as appropriate. This acquisition is being conducted using policies under the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13.5, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. A possible period of performance is a Base Period with four (4) Option Periods. Comments to this announcement, referencing this synopsis number, may be submitted to the OPC, prior to the closing date specified in this announcement, electronically to the attention of Sambrina Spier at Sambrina.Spier@nih.gov.
