- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is: W911QX-15-T-0232 This acquisition is issued as a RFQ (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: 2005-81 (iv) The associated NAICS code is 331221 The small business size standard is 1000 employees (v) The following is a list of contract line item number(s) and items, CLIN - 0001: Conversion of Low Alloy Steel Billet to Plates (vi) Description of requirements: 1. The Government requires the following: Conversion from Government supplied material billets to plate, of (3) experimental high strength, low-alloy steels, Alloy1, Alloy 2, Alloy 3, with a density of 0.283 lbs./cubic-inch or 489.6lbs/ft3. The billets will be supplied by the Government in a soft annealed condition, with square ends, and rough ground surface finish condition, 5.125 x 11.8-inch (H x W section). Cross rolling shall be used whenever possible to meet size requirements; billets should be cut into sections of appropriate size, then hot work hand rolled in an austenitic condition with increments of reduction into plate samples of good condition, specific numbers, and dimensions. Temperatures shall be monitored at all times to ensure in-furnace and rolling temperatures are maintained within specific limits to be determined by agreement of the Government and the vendor. Upon completion of rolling to the requested sizes and flatness, the plates shall be first normalized by heating slowly to uniform temperature throughout the part in an austenitic condition, then cooled in still dry air. The plates shall then be cut, trimmed, and mechanically finish conditioned on all sides to remove decarburization and to furnish to specified quantity, dimensions, uniform thickness and finish roughness, and size tolerance. Furnace atmosphere of nitrogen plus argon, and electric furnaces or ovens shall be used when available for normalizing or anneal treatments. The plates shall be finished to good condition to be free of laps, checks, seams, blisters, snakes, cold shuts, burning, laminations, and slivers. Finish cutting shall be by saw or water jet cutting. Rolling shall employ appropriate temperatures and increments of reduction and reheating to ensure plastic deformation and to avoid formation of defects and cracks on edges, surfaces, or the interior of the plates. 3. Oversize thickness: Plates shall be rolled oversize in thickness, width, and length. Thickness oversize, upon completion of hot rolling, shall be not less than 0.060-inch over the maximum variance of final thickness following surface finish removal of decarburization. Surface finish shall be machined or ground. Thickness over 12-inches length shall not vary over or under by more than 0.005-inch from a specific value within the thickness range. (vii) Delivery is required: After contract award and 60 days after receipt of material Delivery shall be made to: US Army Research Laboratory, 321 Colleran Road Aberdeen Proving Ground, MD 21005-5001 Acceptance shall be performed at the: ARL, APG, MD. The FOB point: ARL, APG, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212- 3, Offeror Representations with its offer.
