Amendment 0001, issued 08/10/2015: The due date for responses to this sources sought has been extended to 08/13/2015, 12:00 PM EST. Provision of Data Reports for the CMHS Mental Block Grant Program - Small Business Sources Sought Notice This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The applicable NAICS code for this proposed acquisition is 541720. Project background. The Substance Abuse and Mental Health Services Administration (SAMHSA), is responsible for administering the Community Mental Health Block Grant (MHBG) program. SAMHSA makes funds available to all 50 states, the District of Columbia, and the U.S. Territories to provide comprehensive community mental health services. Services funded by the MHBG include: outpatient mental health treatment for serious mental illnesses, such as schizophrenia and bipolar disorders; supported employment and supported housing; rehabilitation services, crisis stabilization and case management; peer specialist and consumer-directed services; wrap around services for children and families; jail diversion programs; and services for vulnerable populations (e.g., persons who are homeless, those in rural and frontier areas, military families, and veterans). The MHBG program targets children with serious emotional disturbances and adults with serious mental illness. The Community Mental Health Block Grant program represents a significant "safety net" source of funding for mental health services for some of the most vulnerable populations across the country. States rely on the MHBG for delivery of critical services and for an array of non-clinical coordination and support services that strengthen their service systems. For example, planning, coordination, needs assessment, quality assurance, program development, training, and evaluation are all important activities that are necessary to develop and maintain an effective public health system for mental health services. The MHBG statute allows SAMHSA to assist the states and territories in the development of their mental health systems through the support of technical assistance, data collection, and evaluation activities. Project synopsis. This requirement stems from an increased amount of interest and informational requests on data, trends, service information, services outcomes and analyses on states and the MHBG program. The purpose of this requirement is to assist and build SAMSHA's capacity to adequately provide data reports and analyses, as well as manage and field the increased volume of data and informational requests. Additionally, this requirement is intended to help with efforts to create ad hoc data reports for state and state-related information needed to assist with program efforts and planning. SAMHSA seeks a contractor to provide ad hoc reports in response to internal and external data requests and other questions that are received. These types of reports will include information on data, trends and outcomes and should be based on the Uniform Reporting System (URS) and other national data sets that include state-level data to describe the public mental health system and the outcomes of its programs. Core tasks. The completion of this requirement will involve tasks for which capacity and prior experience are necessary. The tasks for which the contractor will be responsible include those listed below. Capability statement/information sought. Respondents must provide as part of their response a capability statement which demonstrates each of the following capabilities: • Responding to and completing request of data and/or data analyses information submitted that meet the Government's time and content specifications. The government's time specifications would be within 5 days of the request for data. Content specifications will typically include block grant performance measures, national outcome measures, and overall trends in mental health. • Responding to and completing up to 10 ad hoc data reports (short data briefs, 2-3 pages, on various topics) that cover specific content areas related to the Block Grant program that meet the Government's time and content specifications. • Providing data from respective mental health databases - data reports, graphs, charts, and analyses as requested. • Providing appropriate staffing to be able to provide this information in a timely, efficient, yet comprehensive, manner. • Developing a protocol or communications plan in which responses to requests can be responded to according to the timeframes required for each specific request. • Maintaining a record of all data reports provided to the COR with the date of deliverables. • Providing data in a manner that is compliant with Section 508 standards. Respondents must include their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to applicable NAICS code 541720. Include technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Submissions should be sent electronically to Khristine Agnello at khristine.agnello@psc.hhs.gov. Responses must be double-spaced and single-sided on 8.5" x 11" plain white paper, with 1" margins on all side, using a standard font no smaller than 12 point. The response must be sequentially numbered, beginning on the first page after the table of contents. Responses are due by 12:00PM EST on August 12, 2015. Responses will not be accepted after the due date. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
