- J&A for sole source Performance Work Statement NOTIFICATION OF SOLE SOURCE AWARD The Defense Human Resources Activity (DHRA) intends to award a contract on a sole source basis for contractor services to provide Congressional District datasets for all 50 States and the District of Columbia to the following contractor: •Aristotle Industries (205 Pennsylvania Avenue, Washington DC 20003) This contract will be awarded in accordance with FAR 6.302-1, Only One Responsible Source. This proposed contract is a follow on to Contract H98210-13-P-0050. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached Performance Work Statement (PWS) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirements. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under in accordance with FAR Part 6 and 12. Please see the attached PWS for a description of the requirement.
