Description
PRE-SOLICITATION NOTICE FOR FA4890-15-R-0008 PRE-SOLICITATION NOTICE FOR FA4890-15-R-0008 : This is a pre-solicitation notice only. Air Combat Command, Acquisition Management Integration Center (AMIC) anticipates issuing the final Request for Proposal (RFP) on or about 01 Sep 2015 with a closing date on or about 02 Oct 2015. This acquisition will be set aside 100% to Service Disabled Veteran Owned Small Business. The Government intends to make one award as a result of this RFP on or about 31 Mar 2016 based on the availability of funds. The North American Industry Classification System Code (NAICS) for this requirement is 611512 with a corresponding small business size standard of $27.5M. The contractor shall perform in accordance with the standards outlined in the Performance Work Statement (PWS) as posted with the RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items that are required to perform the Air and Ground Intelligence, Surveillance and Reconnissance (ISR) Training Support. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to support MQ-1, MQ-9 remotely piloted aircraft (RPA) with Air and Ground Intelligence, Surveillance, and Reconnaissance (ISR) training Support. The contractor will provide realistic training exercises for the war-fighter to include Opposing Forces (OPFOR), Friendly Forces (BLUFOR) and Joint Terminal Attack Controller (JTAC) support. Continuation Training may be added in the future. In addition, this PWS provides for Air and Ground Testing support. Additional weapon systems and places of performance may be added in the future. Training support includes Initial Qualification, Combat Mission Ready, USAFWS Training and includes advanced reconnaissance and surveillance sensors, weapons, ISR target management, and mission planning and execution. In addition, this PWS requires support in the development and integration of common operating standards, concepts, technologies, tactics, techniques, procedures, and training through the use of real-time ISR, surface attack, Combat Search and Rescue (CSAR), Close Air Support (CAS) training scenarios on military ranges where aircrews conduct ISR, simulated attacks, CAS and CSAR on from the aircraft. Performance will consist of a two (2) month Phase-In/Transition period, one (1) base period, four (4) one-year option periods, one (1) six month extension. The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. Interested parties should review the documents posted and provide any comments via e-mail to the Contracting Office. When submitting comments, offerors should provide their company name, address, point of contact, Cage Code, phone and fax number, email address, and business size. It is the offeror's responsibility to monitor the Internet for the release of the final RFP and closing date. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition and to ensure that the requirement is understood. A pre-proposal conference is planned to be held at Holloman AFB, NM on or about 16 Sep 2015, 8:30 AM, Mountain Time (MT). Exact details of pre-proposal conference will be posted on FBO at least 10 days prior to conference. All potential offerors are encouraged to attend. Offerors desiring to attend the conference must pre-register 7 calendar days prior to the Pre-Proposal Conference. Offerors that do not pre-register will not have access to the base/facilities.Registration information is outlined in the attached Pre-Proposal Conference/Site Visit Notice. The number of attendees shall not exceed 3 per company or 5 per joint venture/partner arrangement. The registration information shall include the company name, individual name(s), phone number, Drivers License number, date of birth, and social security number of each attendee for security purposes and access to the base. An interested parties listing will be posted to FBO to facilitate teaming and subcontracting opportunities. Interested parties are to submit all correspondence pertaining to this requirement in writing to the POCs listed below. Hard copies of documents posted on FBO will not be made available. The Government will provide an email confirmation of receipt of information. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any proposal costs. 2. Offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the Central Contractor Registration (CCR) under the applicable NAICS code in the System Award Management (SAM) site found at https://www.sam.gov. Interested parties are cautioned to ensure that information listed in ORCA and SAM is current and correct. 3. Foreign Contractors: This contract requires a "Top Secret" clearance. Federal legislation restricts the dissemination of critical technologies, classified and unclassified, to foreign interests. Access to information above the "Secret" level by a foreign owned/controlled company requires a National Interest Determination (NID)-this also applies to any foreign owned proposed subcontractor. The NID is an agency level risk analysis, determination, and acceptance used to justify the need for a "Special Security Agreement". A user agency must justify and request a company be cleared under a "Special Security Agreement" to isolate any potential for Foreign Ownership, Control, or Influence (FOCI). The justification must address and explain how the FOCI contractor's product or service is crucial, or is the sole available source to the Air Force. NIDs have to be forwarded to SAF/AAZ for review and endorsement, then to the Office of the Under Secretary of Defense for Counterintelligence and Security (OSD-USD/I) for final approval.
