- This notice is a Request for Information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. DESCRIPTION The U.S. Army Edgewood Chemical Biological Center (ECBC), provides executive management of Army and joint service Nuclear, Biological, and Chemical (NBC) defense research, development, and engineering programs for NBC defense systems, and serves as the single executive agent throughout each program's life cycle. The ECBC is headquartered at the Edgewood Area of Aberdeen Proving Ground (APG), Maryland. ECBC's Chemical Biological Applications and Risk Reduction (CBARR) business unit provides support to CB operations globally in the form of remediation, investigation, destruction, elimination, and full life cycle support. ECBC is conducting market research to identify potential sources for mission support services related to CBARR's environmental, safety, health, research, and project management activities. Primarily, ECBC is seeking information from vendors that have the necessary capabilities to perform the general requirements listed in the Capabilities Summary below. SUBMISSION OF INFORMATION All domestic small businesses are encouraged to respond to this RFI by submitting a white paper. If already involved in a contract with the Department of Defense, include that contract number. Also, the respondent should state if it participates in any assistance programs through the Small Business Administration (i.e. 8(a), HUBZONE, or SDVO). Vendors desiring to respond to this request should provide a white paper as follows: White Paper: The white paper shall be limited to ten (10) pages (8.5inches x 11inches) of English text. It shall be single-spaced, 12 font size with 1 inch left, right, top and bottom margins. Any proprietary information that is intended only for evaluation purposes by the Government must be identified and appropriately marked. See Federal Acquisition Regulation (FAR) 3.104-4; 52.215-1(e). White paper should address the following: Past Experience. Describe the firm's experience performing services similar in scope to those described in the Capabilities Summary below. Labor Capabilities. Discuss how the firm's existing labor resources are capable of performing the work described in the Capabilities Summary below, including any educational degrees associated with specific career fields, relevant experience with chemical warfare agents, and specialized training and/or certification in detection and decontamination systems as well as chemical and biological agents, etc. Ensure that each of the labor resource areas discussed in the Anticipated Labor Resource Requirements section of the Capabilities Summary is addressed specifically. Teaming Arrangements. If the firm intends to utilize the support of a subcontractor, partner, or other entity in the performance of the described requirements, the firm should discuss how the functions would be shared, including what percentage of the work would be performed in-house. Surge Requirements. Describe the firm's capabilities and processes that would be used to provide support to surge requirements in the fields of chemical & biological agents and detectors & decontamination. Surge support consists of additional personnel that may be called upon to support CBARR missions. These additional personnel may only be required for 30 days up to 6 months and would not be needed for contract sustainment. Specifically address self-performance versus utilization of other entities. The white paper shall be submitted in Portable Document Format (pdf) or Microsoft Word format. It is not an opportunity to acquire funding to support current or future development efforts. Submitters will not be notified of the results of the information submitted. Nor will the Government reimburse for information provided. This market research represents a new requirement, portions of which were competed under W911SR-13-D-0001 entitled Chemical Biological Applications and Risk Reductions Mission Support Contract (CBARR-MSC). Other portions were competed under the multi-award Chemical, Biological, Radiological, Nuclear and Explosives Mission Support Contract (CBRNE-MSC). Chemical Biological Applications & Risk Reductions (CBARR) Mission Support Contract (MSC) Capabilities Summary 1. Objective. The purpose of this contract is to obtain operations support, research and technology support, and program and integration support for ECBC's CBARR business unit. Outlined below are the potential services anticipated for each requirement: Requirement 1: Operations Support Design and Fabrication Services. Develop and provide input to demilitarization system and disposal plans. Prepare assessments, Analysis of Alternatives, comparative analyses and other documents necessary to support destruction technology selections and planning. Fabricate, assemble, modify, and finish prototype hardware systems for fixed and mobile environmental testing and monitoring, waste collection and management, and the demilitarization of military chemical protective equipment. Calibrate, maintain, and operate process engineering equipment and facilities at the Edgewood Area of APG, MD. Perform decontamination and minimization of chemical materiel generated during sample analysis prior to disposal. Support for Chemical Services. Provide Contractor Logistics Support (CLS) services of equipment in CONUS and OCONUS locations; maintain, repair, operate, and monitor equipment and provide reports of equipment availability and serviceability; maintain the stock levels of spare parts, repair parts, and consumables and resupply the equipment; provide periodic reports on the reliability, availability and maintainability of equipment being serviced. Manage, operate, service, and maintain chemical support operations for ECBC at chemical protective equipment maintenance and issue facilities. Manage, operate, and maintain accountability of personal protective clothing, ammunition, and ammunition-related items databases. Engineering Control Support. Provide engineering support consisting of equipment integration and control plans development; filter testing and surveillance reports review; Chemical Biological Radiological (CBR) filtration system maintenance activity coordination; airflow systems assessment; and pressure control schemes evaluation. Work shall include filter systems, hood certification and VCS testing. Requirement 2: Research & Technology (R&T) Support Subject Matter Expertise (SME) Support. Provide CBRNE and laboratory subject matter expertise. Specific duties may include preparing, evaluating, and improving sample collection and analysis procedures. Train staff on the proper execution of sample collection, sample handling, sample transport, and decontamination procedures. Train staff on the basic characteristics of chemical and biological agents. Train staff on the appropriate safety precautions that should be followed. Research and recommend new detection technologies for potential inclusion into the program. Design test plans to evaluate the performance and feasibility of the technology within the context of the program. Provide CBRNE technical intelligence support to maintain awareness of the threat landscape by routinely reviewing all source data as related to the availability, viability, medical effects, and detection of chemical, biological and radiological agents. Perform and update threat countermeasures assessments to ensure that the program screens for those agents that pose the greatest threat to this threat space. Conduct laboratory scale, and/or prototype, full scale experiments to demonstrate and investigate the potential of the procedure technology under study for CBRNE materials. Review current state-of-the-art technology and recommend improvements or new approaches. Development. Develop novel methods and design experiments for ongoing developmental programs. Design, adapt, and perform computer-based studies on the dynamics of CBRNE materials. The programs shall adapt existing models or develop new ones. Develop and modify the in-house instrumentation. Test candidate technologies, methods, and commercial items. Develop prototypes incorporating promising technologies and methods for proof of principle testing and improve and adapt commercial systems. Develop mathematical descriptions that can be validated by full-scale testing. Data Collection and Analysis. Provide support to collect analyze, and model data generated by the program. Specific activities include designing and creating databases to organize and efficiently track program data; documenting emergency incidents, suspicious substances identified, or other events of note; tracking samples analyzed in the laboratories and the results from testing; conducting time studies and developing throughput models; and assessing workforce requirements through data-driven models. Environmental Sampling and Analysis. Prepare and analyze CBRNE materials present in samples of interest to the CBRNE mission. oDesign environmental quality and compliance tests and prepare test plans in accordance with (IAW) task order specified formats. Develop new methods for the environmental testing of materiel. Evaluate innovative chemical instrumentation. Develop air monitoring and soil analysis plans. oPerform sampling and analysis of air, water, soil, and other solid media samples for Chemical Warfare Material (CWM) as it applies to human safety and environmental hazards. Analysis will involve standard preparation and detection techniques such as Gas Chromatograph (GC), GC Mass Spectrometer (GCMS), Liquid Chromatograph Mass Spectrometer (LCMS), etc. Generate reports, manage quality control limits, archive raw data, and prepare electronic data deliverables. oPerform sampling and analysis for Resource Conservation and Recovery Act (RCRA) characterization, toxic pollutants, and hazardous substances at Government and Contractor laboratory, test, production, maintenance, depot, and demilitarization facilities U.S. wide. oBiological Laboratory Support. Conduct screening of environmental samples for biological and chemical threat agents in a Biosafety Level 2 laboratory. Screenings will involve standard sample preparation (e.g. nucleic acid extraction) and detection techniques (e.g. real-time polymerase chain reaction (PCR), electrochemiluminescence (ECL), gas chromatography, Fourier transform infrared spectroscopy, real-time and near real-time detection systems). Support a variety of standard laboratory functions, such as procedure reviews and meetings, trainings and demonstrations of proficiency, equipment service and maintenance, assay performance characterization, packaging of samples for referral or external use, inventory of supplies, and documentation of work. oCalibrate, maintain in operational status, and be responsible for the Government furnished measuring, test and support equipment used in conjunction with the tasks awarded under this contract. The Government furnished equipment (i.e., flow meters, balances, thermometers, regulators, zero air generators, water bath, centrifuge, etc.) and testing will be specified in each task order oData and Document Management. Maintain and manage the Laboratory Information Management System (LIMS) regarding performance of the sample collection and analysis and screening analysis of environmental samples for chemical agent materials and performance of characterization analysis. Maintain and operate an off-the-shelf PC Based system to enter information from sample tags into the Horizon Laboratory Information System (HLIS). Document findings in formal reports, technical reports, publications, and presentations. Maintain laboratories, laboratory cultures, equipment, and corresponding records and data logs in compliance with current QA/QC programs in support of the CBRNE mission. Develop, maintain and service computer programs and information databases. Survey and assess information contained in databases. Develop new databases. Manage archival and retrieval of 40-year data archive warehouse maintained electronically on the army network. Comply with army computer security requirements. Maintain appropriate computer certifications (SQL, Oracle, and database management) to operate system on army network. Suggest and implement improvements to increase laboratory data and reporting efficiency. Provide configuration management and procedure development through such means as development, validation and maintenance of standard operating procedures (SOPs), internal operating procedures (IOPs), quality procedures (QPs) and concepts of operations (CONOPS). Requirement 3: Program and Integration Support Safety, Surety, Health, Security, and Environmental Planning, Audits, and Inspections. oPerform and document hazard analyses associated with chemical agent, biological organisms and toxins, radiation and industrial operations, projects, and facilities. Review and process Standing Operating Procedures (SOP) and maintain database of approved and archived procedures. oPerform safety and/or environmental inspections of laboratory, industrial, warehouse, and storage facilities and field sites assigned to the Edgewood Chemical Biological Center (ECBC). oPerform tests and document that that laboratory hoods, filter systems, vapor containment systems, and hood alarms in ECBC are in compliance with Department of Army (DA) and OSHA regulations and guidelines. oOperate a chemical materiel inventory system and a hazardous waste tracking system. The material inventory system tracks orders, purchases, distribution, and storage of hazardous chemicals. The waste tracking system tracks storage and disposal of obsolete, out-of-date, and unwanted chemicals and wastes in compliance with RCRA and other environmental regulations and pollution prevention programs as specified by the Government. oProvide the services necessary to support the implementation of a biological safety program and biological surety program in accordance with AR and DA Pam 385-69, 42 CFR 73, 9 CFR 121, 7 CFR 331. Support will include laboratory inspections, review of standard operating procedures (SOPs), hazard analysis, incident analysis, safety plan development, and operator training. oProvide the services necessary to support the Physical Security office with implementation of the Biological Physical Security Program. oPrepare, review, analyze, or propose changes to risk analysis and environmental documentation including documentation of comments on permits as required by the various federal, state and local agencies associated with material transportation, handling, processing, and disposal. Perform compliance inspections and reviews to ensure technical accuracy and completeness of documentation. oExamine records or perform physical inspections of accountable project property and provide recommendations for disposition of those items under-utilized. Prepare documentation indicating the acquisition cost, serviceability, and other data necessary for disposal or transfer. Establish inventory control and management procedures for the use of material, equipment and hand tools. Environmental Activities (Waste/Materiel Disposal and Handling). Test and assess the design, integrity, and effectiveness of facility waste and effluent controls, sewer and drain lines, disposal systems, and monitoring systems. Identify methods for reducing environmental risks during the process of decontamination, demilitarization, and disposal of toxic compounds, end-item materiel, and process equipment. Support facility and permit closure activities to include PE certification in association with state environmental requirements. Prepare and conduct training that is in compliance with environmental laws and regulations at Government facilities with a certified and qualified environmental instructor. Prepare and conduct operation and field equipment training that is in compliance with applicable laws and regulations at Government facilities with a certified and qualified instructor. Project Management Support. oKnowledge Mgt. & Capabilities Assessment. Maintaining knowledge management of numerous chemical and biological agent destruction, decontamination and recovery historical documents. oConfiguration Control. Categorize documents, maintain a document management system and recover documents from the system at the request of the government. oResearch and Archival. Access the National Achieves database and perform research at the RDECOM Historical Office. oTechnical Writing and Publishing. Provide technical writing support for numerous technical reports and products with a working comprehension of the concepts and terminology used in chemical and biological agent operations to include all phases of destruction and recovery operations. Organize and facilitate workshops, seminars, symposia, and meetings. Develop and provide advance planning and read ahead packages. Conduct workshops or presentations. Draft public release articles and reports. Provide public outreach support. Collect data and prepare, review, and revise responses to information and data requests from higher headquarters. oEstimating and Controlling Costs. Provide support for estimating life cycle cost for projects using cost/estimating modeling techniques and software. oDeveloping and Maintaining Schedule. Develop, maintain, update and provide schedules in MS Project and Oracle Primavera for various sites and projects. oIdentifying and Controlling Risk. Develop risk landscapes and perform risk analysis using Monte Carlo risk analysis on project schedules to include all CBARR activities ongoing and planned, updated destruction status, changes in schedule logic and scope, and incorporation of new risks and updates of existing risk. oEarned Value Management. Provide Earned Value Management (EVM) support to include performance measurement data analysis of schedule and cost; variances; identify trends in the program. 2. Anticipated Labor Resource Requirements. All contractor labor resources must be a US Citizen, be capable of obtaining a Secret Clearance and be capable of traveling within the continental United States (CONUS). As a basis of reference, approximately twenty (20) man-years of effort per year were required to support similar requirements in the past. The following experience levels are representative of what might be required for task orders under this anticipated contract: All Technical Writers supporting this task order shall have obtained a Bachelors degree or equivalent and shall have at least five (5) years of experience in technical writing. All Archivers supporting this task order shall have obtained a Bachelors degree or equivalent in Library Sciences or Paralegal Studies and shall have at least five (5) years of experience in archiving. All Schedulers supporting this task order shall have obtained a Bachelors degree or equivalent in Engineering or Physical Science and shall have at least five (5) years of experience in project risk analysis and scheduling, including the use of common scheduling tools (i.e. Microsoft Project, Oracle Primavera). All Scientist/Engineers and Senior Technicians shall have obtained a Bachelors degree or equivalent (natural science degrees preferred) and shall have at least one (1) year of experience with chemical or biological agent(s) or toxic chemical handling and analysis. Technicians shall have obtained a Bachelors degree or equivalent (natural science degrees preferred) and/or shall have at least one (1) year of experience with chemical or biological agent(s) or toxic chemical handling and analysis. QA/QC Specialists shall have a Bachelors degree or equivalent with a primary focus in natural sciences. Computer Programmers shall have obtained a Bachelors degree or equivalent with a primary focus in Computer Science programming and management. Staff Support personnel shall have at least one (1) year of experience supporting laboratory or similar activities. All Material Coordinators shall have obtained a High School diploma or equivalent. Exact training and certification requirements will be specified in the individual task orders. In most cases the contractor's labor resources will be required to have a valid driver's license, forty (40) hour OSHA-compliant HAZWOPER training, CPR/First Aid training, Substance Abuse training, and be part of an employer-managed Medical Surveillance Program to include drug testing.
