THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) FOR INDIANIA, MICHIGIAN, MINNESOTA, ILLINOIS AND WISCONSIN FIRMS ONLY. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY AUGUST 21, 2015. This is a Firm Fixed Definite Quantity Definite Delivery (FFDQDD) construction project that will replace several Air Handling Units (AHUs) at Jesse Brown Veteran Affairs Hospital, Chicago, Illinois. It will demolish three (3) outdated AHUs, replace them with 3 new upgraded ones, make minor area improvements of lighting and repair of any system that is moved or compromised by the new units, inspection and the repair or replacement as necessary of existing ductwork piping and control systems to operate new units. The period of performance is approximately 365 days after notice to proceed. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The procurement is estimated at between $1,000,000 and 2,000,000. Performance and payment bonds are required. All interested SDVOSB firms must have bonding capability. The procurement will be available for viewing and downloading on or about August 21, 2015. Proposal due date will be September 21, 2015, between 10:00 to 11:00 a.m. Central Time. The solicitation is formatted as an Invitation for Bid (IFB) in accordance with the requirements designated by sections of FAR 14.4 and VAAR 814.1, Sealed Bidding. This method engages competitive bids; public opening of bids, Evaluation of bids without discussions and an award will be made with reasonable promptness to that reasonable bidder whose bid, conforming to the invitation for bids will be most financial and technically advantageous to the government. The Government intends on issuing the IFB solicitation via www.FedBizopps. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore it is the offerors' responsibility to check the website periodically for any amendments to this solicitation. IMPORTANT NOTICE: All contractors submitting proposals on the Veteran Affairs solicitation must be register in the System for Award Management (SAM) prior to award of the contract. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. It is used as a means to provide basic business information capabilities and financial information to the Government.
