This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. All quoters shall submit written narratives on company letterhead that will demonstrate how their quote(s) meet the salient characteristics below. Quoters offering an equal product must describe how the item quoted is equal to the Brand Name item requested in this RFQ. Salient Characteristics for the Draeger Fabius Tiro D-M Anesthesia System, Military Version USA, Brand-name or Equal: 1.Full-featured compact anesthesia machine of a modular design allowing all standard system components to be stored in a single container so that assembly and disassembly of the unit can be done in a field environment. 2.Full-featured compact anesthesia machine contains a controlled, piston-driven ventilator that uses no drive gas, decreasing fresh gas usage overall. The air entrainment capability shall allow the ventilator to continue to function in the absence of fresh gas flow. 3.Full-featured compact anesthesia machine with capability of using a defined oxygen generator in the absence of central gas supply. 4.Full-featured compact anesthesia machine with capability of a minimum of 45 minutes of battery backup for ventilation and 20 minutes of monitoring. 5.Full-featured compact anesthesia machine that allows for a full set-up within 15 minutes after assembly without the use of tools. 6. Electronic copies of manufacturer assembly instructions and operator's manual shall be included with the quotation to ensure the machine can be assembled with local resources and used in a field environment. ADENDUM TO FAR 52.212-2 The Government will issue a Purchase Order to the quoter whose quote represents the best value to the Government, price and other factors considered. Award will be made on the basis of Lowest Price, Technically Acceptable (LPTA) quote. If any Technical requirement below is rated quote mark Unacceptable, quote mark then the Government will no longer consider issuing a Purchase Order to that quoter, thus the quoter will be ineligible for award. EVALUATION STANDARDS. The quoter's technical quote will be evaluated using the following standards for a final rating: ACCEPTABLE: A quote that offers a product which meets all technical requirements identified in the solicitation. UNACCEPTABLE: A quote that offers a product which fails to meet one or more of the technical requirements identified in the solicitation. ADDENDUM TO FAR 52.212-4 Amend Para (a) to include - The contractor will provide the following: 1) Electrical requirements will be 110/220 VAC 50/60 HZ, North American Plug 2) Two copies of the Operator's Manuals in English 3) Two copies of the Maintenance Manuals in English 4) Display and control labels will be in English 5) Minimum of one-year warranty with repair parts and labor included 6) FDA approved, 510K compliant as required. 7) The delivered equipment shall be new and not a used or re-manufactured product. (w) The non-FAR Part 12 discretionary FAR, DFARS, AFARS, and LOCAL clauses included herein are incorporated into this contract either by reference or in full text. If the vendor chooses to email the quote, the Government will not be responsible for any failure of transmission or receipt of the quote, or any failure of the vendor to verify receipt of the emailed quote. If receipt of the quote submitted by email is not verified within 24 hours of submission, the vendor shall resubmit their quote by fax to 011-49-6371-86-8070. Prospective vendors are strongly encouraged to submit any questions regarding this RFQ no later than five (5) business days before closing date of quote submission by e-mail to elena.m.raspitha.civ@mail.mil or by fax (011) 49-6371-86-8070. If the vendor chooses to email the questions, the Government will not be responsible for any failure of transmission or receipt of the questions, or any failure of the vendor to verify receipt of the emailed inquiry. If receipt of questions submitted by email is not verified within 24 hours of submission, the vendor shall resubmit their inquiry by fax.
