Description
The Army Contracting Command, Tenant Contracting Division, Aberdeen Proving Ground intends to issue a sole source, Firm-Fixed Price purchase order, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures to M.C. Dean, INC 22980 Indian Creed Drive STE 100, Sterling, VA 20166-6734, Cage 3K773. NAICS Code is 561621; Business Size Standard Size is $20,500,000. The award will be for labor, training, equipment, supplies and licenses required to implement an Intrusion Detection System (IDS) into the existing security infrastructure in place on the C4ISR campus at Aberdeen Proving Ground, Maryland. M.C. Dean is the only source that possesses the proprietary knowledge and data capable of providing the required support services and hardware. The badge readers, printers, and IDS are required to be compatible with the existing Security Management System (SMS) infrastructure. M.C. Dean maintains the SMS access and owns the proprietary data associated with the sensitive security parameters. This is not a request for proposals; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include Offeror's Online Representation and Certifications Application (ORCA)--Commercial Items in accordance with FAR 52.212-3. If the offeror does not have a copy of this provision, go to the System for Award Management (SAM), www.sam.gov, to register. Any responses received without completing SAM registration will be considered noncompliant. The Government will consider all responses received by the response date identified below. A determination not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement Responses must be received no later than 3:00 P.M.
