- Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. The Department of State is interested in the capabilities of small businesses to perform the services. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: The Bureau of Information Resource Management (IRM) is charged with rapidly and securely delivering knowledge resources and Information Technology services that enable the Department of State's diplomats worldwide to accomplish the foreign affairs mission of the United States. IRM supports over 300 sites, and 275 missions worldwide. IRM established the Vendor Management Office (VMO) to consolidate over 60 individual contracts into 10 large centrally managed Vanguard contracts totaling over $3 billion. In 2013, IRM instituted the Managing State Projects in Information Technology (MSP-IT) methodology, an IT governance approach intended to document the acquisition process, including requirements determination, analysis of alternatives, project management documents, as well as track the execution of DME projects. MSP-IT is intended to, eliminate non-performing, costly and duplicative projects and produce higher quality IT products and services. Whether providing IT planning services, bandwidth for mission critical applications, or desktop support, IRM focuses activities on meeting customer expectations in line with IRM's global support mission. IRM consists of three directorates, IRM/Operations (IRM/OPS), Information Assurance (IA) and Business Management and Planning (BMP). At this time, the Department is seeking sources capable of providing a) services which will strengthen IRM/OPS management functions, and: b) access to a deep pool of highly qualified subject matter experts who are available on short notice and for projects of various durations. Business Size: Small Facility Clearance Requirement: TOP SECRET Personnel Security Clearance Requirement: Secret, Interim Secret, Top Secret and Interim Top Secret Organizational Conflict of Interest: The Contractor will be expected to support the Government in independently measuring Vanguard contract performance, advising on the allocation of work and resulting funding under the contracts, and will be required to access Vanguard acquisition sensitive data on a continuous basis. Therefore IRM stipulate that bids from companies who are Prime Contractors or Sub-Contractors under Vanguard contracts will not be considered for award as they are considered by the Government to have an inherent Organizational Conflict of Interest (OCI). Likewise, IRM has determined that bids from companies conducting work as outlined in this RFI will not be considered for award (as primes or sub-contractors) under future Vanguard IT Services contracts or as future subcontractors under existing contracts as they would be considered by the Government to have an inherent OCI. The Request for Information (Capability Statement) response should be concise and focused and not exceed twenty (20) pages including cover pages, table of contents etc. 2. Sale brochures, videos, and other marketing information materials are not solicited and will not be reviewed. 3. Do not submit cost or price information with the response. 4. Interested companies shall submit an electronic copy of their capability statements via email to LeeAS@state.gov. The due date and time for submission of responses is 2 PM (EDT) August 24, 2015. 5. No phone calls related to this Request for Information will be accepted. All correspondence shall be via email. Please identify sources sought/RFI number in your email subject line. MARKET RESEARCH - CAPABILITY STATEMENT REQUIREMENTS A viable interested party shall demonstrate, in any capability statement submitted, the company's capabilities to meet the performance objectives and the customer's requirements. A viable interested party shall provide relevant, applicable examples of previous work or solution implementations, to include client points of contact. Content: Company and Contact Information: 1. Small and Disadvantaged Business categorization(s) under NAICS Code 541611, if applicable Capabilities: Business The Operations Directorate (IRM/OPS) of the IRM Bureau requires support in IT Portfolio Management, Program and Project Management, and Acquisition Management. For each of these services (as applicable to your company), provide the following information: 1. A description of your corporate capabilities regarding each of the three services 2. A description of where and how you have provided these services in the past. Within the page count described above, you may include as many examples as necessary to convey the breadth and depth of your corporate capabilities. Please include: a. Client organization and point(s) of contact b. Brief description of the scope of the work and the results achieved c. Contract and task order number d. Dollar value of services provided e. State whether your company was a prime or sub-contractor In the course of conducting the above services, IRM/OPS require Special Studies and Expert Services in various IT technical domains (e.g., Telephony, Networking, etc.). Please list the technical domains for which your company offers deep IT technical expertise. For each technical domain, please provide the following information: 1. A brief description of your corporate capabilities and provide the number of direct employees supporting that capability today 2. A brief description of where and how you have provided this service in the past. Please include: a. Client organization and point(s) of contact b. Brief description of the scope of the work and the results achieved c. Contract name/number and task order name/number (as applicable) d. Dollar value of services provided e.
