Sources Sought Questionnaire RFI -..pdf version The Department of State (DoS) is conducting market research to determine the degree of interest and capability by U.S. Small Businesses only to provide a maximum of 10 qualified personnel to provide Chemical/Biological/Radiological/Nuclear (CBRN) training for U.S. Embassies and facilities both worldwide and domestic. The Weapons of Mass Destruction (WMD) Countermeasures Division has established and currently maintains a limited but immediate emergency response capability at US Diplomatic facilities abroad. One component of this mission is providing the necessary CBRN awareness and response training to a predominately civilian, all-volunteer staff at each location. This staff is normally comprised of both US Government and locally hired (foreign) personnel. The WMD division coordinates training at select US Embassies and Consulates worldwide on a two year rotational basis. The intent of this program is to maintain a response capability internal to the diplomatic facility in the event of a terrorist CBRN incident or an industrial accident until host nation, or other capabilities arrive. The NAICS code for these services is 611699. It is contemplated that the contractor staff will support the DoS to maintain the current level of CBRN readiness at all locations to include retraining, initial training at new locations and personnel, reinforcing the capabilities previously developed/deployed, assist in the distribution of government furnished equipment and inventory of all equipment at post. All contractor personnel will be working full-time at the WMD program office in Arlington, VA. The WMD Countermeasures Division would require potential small business offerors to provide the following logistic services. The logistic services are a critical component of the service delivery. The logistics contract staff would take direction from the DS/WMD Program Analyst. Vendors must specifically address the following capabilities: • Warehouse that can accommodate equipment totaling approximately 8,000-10,000 square feet and be located no further than 40 miles from Arlington, VA 22209 and within 10 miles of Washington Dulles International Airport (IAD). • 24/7 availability with after-hours access to warehouse. • Necessary export licenses and registrations that allow for the transport of WMD items internationally. • Special permits, licensing, and training associated with the shipment of HAZMAT materials overseas. • AES filing for all international shipments. • Preparation and shipment of DoS pouches that meet specific country restrictions. • Door-to-door deliveries for time sensitive, mission-critical equipment. Potential Offerors must have customs agents worldwide to handle clearance, import documentation, and duty management for true door to door service. Tracking information and signed proof of delivery is required for each shipment. • International transportation services to deliver high risk and high value protective equipment to all Embassies and Consulates worldwide. Includes local transportation services to IAD/DCA and transportation from all international airports to post. • International shipping insurance. • Preparation of export shipping documents. • Web-based order tracking capabilities. • Warehouse duties that include relabeling and repacking, storage, staging, inventory control, cross docking, packing and crating. • Reverse logistics. • Proficient knowledge of International Trafficking in Arms Regulations (TAR), Export Administration Regulations (EAR) and Alcohol Tobacco and Firearms (ATF) regulations. • Knowledgeable about the procedures, labeling, and packaging of Hazmat. The project manager and Regional Training Coordinator must have a Top Secret clearance prior to being assigned to the contract. A Secret clearance is required for all other positions. It's anticipated a requirement will be awarded as a hybrid indefinite delivery, indefinite quantity, firm fixed-price labor hour type contract with cost reimbursement and Other Direct Cost for a base and 4 option years. At this time, the U.S. Department of State does not guarantee that any future contracts may be awarded covering the aforementioned duties and responses to this Sources Sought notice do not bind the U.S. Department of State to any agreement with the responder, be it explicit or implied.
