Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, VA Portland Health Care System (VAPORHCS), intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii), entitled "Functional MRI Imaging for Multiple Sclerosis Patients." This contract is necessary to provide the medical research service with the ability to examine the impact of training on locomotor neural network functional connectivity. However, if there are sources able to perform the requirement, they must respond by submitting a capability statement within 5 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. Proposals received within 5 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be hand carried or sent via other mail or package delivery services. No collect calls or facsimile transmissions will be accepted. Respondents may submit their capability statements via e-mail to the point of contact listed in this notice intent synopsis. The Department of Veterans Affairs VAPORHCS plans to procure, on a sole source basis, Siemens 3T TIM-TRIO MRI scanning services for a base year and one option year, with Oregon Health & Sciences University (OHSU) of Portland, Oregon. OHSU has a track record of providing high quality equipment and support. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 621512 and the business size standard is $15 million in annual revenue. Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract. Period of performance shall be for one year from date of award, with one option year. During the course of the contract, the Contractor shall provide maintenance and other support services including but not limited to: Structural images will be obtained using a sagittal magnetization-prepared rapid gradient echo (MP-RAGE) three-dimensional T1-weighted sequence (TR=9.7 ms, TE=4 ms, flip angle=12u, TI=300 ms, voxel size = 1.256161 mm isotropic, slices = 128). Functional images will be obtained using a gradient-echo, echo-planar sequence sensitive to blood oxygen level-dependent (BOLD) contrast (TR = 2000 ms; TE = 30 ms; FOV = 240 mm3; flip angle = 90 °). Participants will complete one scan of 300 acquisitions (ten minutes). This acquisition will include 33 contiguous interleaved 3.8 mm axial slices, acquired in a oblique axial plane that covers the entire cerebrum and all but the most inferior portion of the cerebellum. Steady state magnetization is assumed after four frames (8 seconds). Diffusion images will also be acquired. These measurements consist of 10 diffusion-unweighted images, and 90 diffusion weighted images, utilizing a diffusion sensitization factor (a "b-value") of 1000 s/mm2, and varying directions for each diffusion sensitization setting to determine anisotropy in water diffusion. (12 minutes) This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a capability statement. All information furnished must be in writing and must contain sufficient detail to allow VAPORHCS to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCO 20 contracting office on or before 11:59 PM EST on Aug 12, 2015. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
