Description

THIS IS A COMBINED SYNOPSIS NOTICE VA258-15-R-0673. CONSTRUCTION PROJECT -This is a combined synopsis / solicitation for commercial items in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested under this solicitation number. The Department of Veterans Affairs, Phoenix Network Contracting Office (NCO) is releasing Solicitation VA258-15-R-0673 for the replacement of the telemetry air handler at Building 107, Wing 4B at the Northern Prescott Arizona VAHCS located at 500 North Highway 89, Prescott, Arizona 86313. The scope of the project is to perform all work in strict accordance with applicable VA construction standards, specifications and procedure. The contractor shall provide all supervision, labor, materials, and equipment in accordance with attached specifications, drawings and the Statement of Work titled "Building 107, Wing 4B Telemetry Unit Air Handler Replacement, Project 649-15-320," incorporated in full text at Section C. Proposed Period of Performance is 180 Calendar Days after receiving field start "Notice to Proceed". The contractor shall provide all personnel, services, vehicles, transportation, tools, equipment, materials, supplies, facility supervision, supervision, administration and any other item(s) necessary to perform and accomplish the scope of work requirements. The contractor shall be familiar with all of the terms, conditions, and requirements contained within the Scope of Work, Specifications, Construction Drawings, and related solicitation attachments for this project. All work must comply with federal, state and local regulations. A full scope of work, specifications and construction drawings will be included in the solicitation documents which will be available on Federal Business Opportunities web page on or about 12 August 2015 and will remain open for approximately 30 calendar days. Information regarding a formal pre-proposal site visit (including time, date, and meeting location) will be provided in the solicitation. Proposal submissions shall be electronic copies submitted to the Department of Veterans Affairs, Phoenix Network Contracting Office (NCO) ONLY through the VA Vendor Portal electronic system that can be reached at https://www.vendorportal.ecms.va.gov. Information and instruction for proposal submission will be included with the solicitation. Telegraphic, email, and facsimile proposals ARE PROHIBITED for this solicitation. This project requires the proposers/contractors to secure bonding. NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. This procurement is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms who are capable of performing the requirements under the categories described in the solicitation when posted. All offerors must be registered in System for Award Management (SAM) data base and complete online Reps and Certs at https://www.sam.gov/. All SDVOSB offerors must be verified by the Center for Veterans Enterprise (CVE) in VetBiz at http://www.vip.vetbiz.gov to be eligible for award. The NAICS Code is 238220 (Plumbing, Heating and Air-Conditioning Contractors). The associated size standard for this procurement is $15 Million dollars average gross annual receipts for the preceding three years. In accordance with Veterans Affairs (VA) Acquisition Regulation (VAAR) 836.204(c), the construction magnitude is between $100,000.00 and $250,000.00.
