- Revised Price Schedule (change shown in yellow highlight) Peckham Overall Roof Plan Forest Service Site Markup Forest Service - Mare Island site statement of work (new document - revised extensively from the previous document). Site Statements of Work (changes shown in yellow highlight; Forest Service - Mare Island removed from this document) Revised C.5.2 table of minimum and maximum capacities Sections K,L,M document with revisions (changes shown in yellow highlight) Section C with revisions (changes shown in yellow highlight) Sections A,B,D-H document with revisions (changes shown in yellow highlight) Amendment 12 SF 30 Amendment 12 is posted, making the following changes: 1. L.1.5 is changed to extend the due date for receipt of offers to August 28, 2015, and reopens the period for receipt of questions through August 19, 2015. 2. Minimum kWh production requirements were reviewed and as a result of this review three have been reduced: a. The requirement for the Peckham FB & USCH has been reduced to 189,000 kWh for the first year of production. b. The requirement for the Shea FB has been reduced to 90,000 kWh for the first year of production. c. The requirement for the Forest Service – Mare Island has been reduced to 1,080,000 kWh for the first year of production. The maximum has been reduced to 1,260,000 kWh. If the Annex is included (which is optional) then the maximum increases by 38,000 kWh. The section C.5.2 table and the Section B.4 “Summary of Maximum and Minimum Values” have been changed to reflect this. 3. Sections C.10.1 and C.10.5 have been revised to clarify US Forest Service metering requirements. 4. The Site Statements of Work have been revised to delete the original Browning USCH (Court of Appeals) photograph since this is outdated and has no content not found on the new photograph. 5. The penthouse roofs on the Peckham FB and USCH are no longer available for PV development as they must be used for temporary equipment for a separate project. The Site Statements of Work and minimum production requirements have been revised to reflect this. The original photograph in the Site Statements of Work has been deleted and replaced by a new drawing titled “Overall Roof Plan”. 6. The Peckham requirements in the Site Statements of Work have paragraph 2.2 removed since production requirements are now for kWh per year and are described elsewhere. 7. Square footage tables in the Site Statements of Work are removed for the C.Clifton Young FB (Reno) and the Carson City FB as the numbers may be inaccurate. 8. US Forest Service parking lot design documents are posted to FBO with explicit access required. All potential Offerors who have had document security agreements approved and been granted explicit access will be able to directly access these documents. This replaces the earlier procedure of requesting these from the US Forest Service. 9. The Site Statements of Work for the US Forest Service Mare Island have been revised to permit, but not require, removal of the abandoned Navy communication towers on the roof. 10. The Site Statements of Work have been revised to remove an inaccurate and redundant production requirement. 11. The Site Statements of Work have been revised to remove the Forest Service – Mare Island requirements. A new “Scope of Work (SOW) for On-Site Solar Photovoltaic (PV) Carport(s) and Roof Mounted System(s)” is added. A schematic drawing “Forest Service Site Markup” is added to accompany this new SOW. 12. B.5 is changed to include a new set of system payoff numbers for the existing PV PPA system on the roof of the FB 2800 Cottage Way, Sacramento. Constellation provided these numbers as the payoff cost where Constellation has responsibility to remove all equipment and restore the roof to pre-existing condition less normal wear and tear. 13. L.4.1.2 is changed to permit models to be submitted using HelioScope or PVSyst as alternatives to PVWatts. PVWatts is also acceptable. 14. M.1.4.1 is changed to set a tolerance of 5% for models submitted by Offerors. 15. L.4.3.3 is changed to eliminate the requirements to submit cost breakout information. 16. M.1.7 is changed to state a discount factor of 3.1%, and to factor Recover of Unamortized Costs into the NPV calculation. The Price Schedule is changed solely to change the title of the system removal for roof replacement to “System Removal”, with language made consistent with M.1.7. 17. A.3 Order of Precedence has revised language. The extensions are included as this amendment is substantial and was unexpectedly delayed in being finalized.
