Description
Amendment 0002 Attachment P7 Attachment P6 Attachment 2 Question 3. Section L, Paragraphs 2.0 PROPOSAL FORMAT and 3.0 PROPOSAL CONTENT AND VOLUMES, page 106. Section L-2.0 PROPOSAL FORMAT states responses to the RFP are submitted both electronically and as paper copy. However, the copies noted in the table 3.0 PROPOSAL CONTENT AND VOLUMES don't distinguish between the two submission formats. Request that the Government specify the number of proposals that need to be submitted for each format, i.e., electronic and paper. Answer 3 - The solicitation will be amended to distinguish between electronic and paper copy submission formats in table 3.0 PROPOSAL CONTENT AND VOLUMES. Please see the amended solicitation (0002) for details. Question 4. Section C, Paragraph 11.9, Labor Category Qualifications, page 40. Under "Administrative Assistant," the SCA Code 01120 does not match the description. Is it the Government's intention for the SCA code to be 01020? Answer 4 - Yes, it is the Government's intention for the SCA code for Administrative Assistant to be 01020. Please see the amended solicitation (0002) for details. Question 5. Section C, Paragraph 11.9, Labor Category Qualifications, page 40. Under "Drafter/CAD Operator II," the SCA Code does not match the description. Is it the Government's intention for the SCA code to be 30062? Answer 5 - Yes, it is the Government's intention for the SCA code for Drafter/CAD Operator II to be 30062. Please see the amended solicitation (0002) for details. Question 6. Section C, Paragraph 11.9, Labor Category Qualifications, page 43. The category, "Maintenance Technician, Senior" requires an Associate's degree with no ALLOWABLE SUBSTITUTIONS. Will the Government add a years-of-experience substitution since this is not a key labor category? Answer 6 - No, the Government will not add years-of-experience to this labor category. Question 7. Section C, Paragraph 11.9, Labor Category Qualifications, page 46. The Program Manager labor qualification requests experience with aircraft systems. This procurement supports shipboard and shore electronic systems as referenced in several other labor categories. Recommend that the requirement be changed from aircraft systems to shipboard and shore electronic systems. Answer 7 - The NAVAIR standard Program Manager labor category will be updated to change required experience with "aircraft systems" to required experience with "shipboard systems." Please see the amended solicitation (0002) for details. Question 8. Section C, Paragraph 11.9, Labor Category Qualifications, page 47. For the Technical Instructor/Course Developer - SCA Code 15095, the requirements to perform this task are significantly greater than those described in the Dept. of Labor's SCA Directory of Occupations. Recommend removing the SCA cross-reference. Answer 8 - The Government maintains that the requirements to perform this task are not significantly greater than those described in the SCA Directory of Occupations definition of Technical Instructor/Course Developer - SCA Code 15095. Question 9. Section L, Paragraph 2.3 Management Plan, paragraph 2.3.4.4, page 111. RFP Section L, paragraph 2.3.4.4 states; "Provide (Large Businesses only) goals, expressed as dollars and percentages of total contract values...". This requirement appears to be in conflict of the admonition in Section L, under the paragraph 2.0 title of: "Note: This volume shall not contain any reference to costs or price aspects of the offer". Recommend that requirement be changed to state that requested dollars and percentages be included in Cost/Price Volume 4 and a reference to the location of the information be provided in the referenced section of Volume 2 Technical. Answer 9 - The Government will modify Section L, paragraph 2.0 Note. Please see the amended solicitation (0002) for details. Question 10. Section C, Paragraph 11.9, Labor Category Qualifications, page 44. The category, "Operations Security Analyst" requires a Bachelor's degree with no ALLOWABLE SUBSTITUTIONS. Will the Government add a years-of-experience substitution since this is not a key labor category? Answer 10 - No, the Government will not add years-of-experience to this labor category. Question 11. Section L, Paragraph 2.3.4 Small Business Utilization Strategy, page 110 RFP Section M1 Evaluation Factors for Award, Part B: Specific Information, Paragraph 2.3 Management Plan, page 123. The Section L reference states that the Small Business Utilization Strategy and corresponding SB Subcontracting Plan (if applicable) shall demonstrate a minimum of 23% of the total proposed value being performed by SB concerns. The Section M reference states a figure of 20% of the total proposed value being performed by SB concerns. Request that the Government confirm the percentage required for Section L and the percentage that will be evaluated per Section M. Answer 11 - Section M should state 23%. Please see the amended solicitation (0002) for details. Question 12. Section L, Paragraph 3.0 Proposal Content and Volumes, page 106. If included, will a compliance matrix and acronym list count toward page limitations? The RFP only specifies title page and TOC, not these other items. Answer 12 - A compliance matrix and acronym list will not count toward the page limitations. Please see the amended solicitation (0002) for details. Question 13. Section C, Paragraph 11.9 Labor Category Qualifications. Will the Government consider adding the following labor categories: Lead Electronics Technician, Supply Systems Analyst, Shipping and Receiving Clerk - SCA Code 21130? Answer 13 - No, the Government will not consider adding Lead Electronics Technician and Supply Systems Analyst, as these are not NAVAIR standard labor categories. The Government does not believe the addition of a Shipping and Receiving Clerk is necessary, but will add the Material Coordinator labor category, which will replace the Maintenance Worker labor category. Maintenance Worker hours will be split between the Material Coordinator and Maintenance Technician, Senior labor categories. Please see the amended solicitation (0002) for details. Question 14. RFP N00421-15-R-0023-0001, Attachment 2 - Organizational Conflict of Interest List. The OCI list provided in Amendment 002 to Solicitation N00421-15-R-0023appears to list all companies that are providing technical services and products to NAWCAD 4.11.2, including the incumbent contractor. Historically, the OCI list contains companies that provide assistance and advisory services to the technical code. We suggest that this list be re-evaluated. Answer 14 - The list has been re-evaluated and updated based on discussions with legal counsel. Please see the amended solicitation (0002) for details. Question 15. With increased competition as a Government objective, the requirement for an ISO 9001:2008 certification causes a limitation on the number of capable companies? Would a CMMI Level 3 rating suffice? Answer 15 - No, a CMMI Level 3 rating will not suffice; ISO 9001:2008 certification is required. Question 16. Does an ISO 9001 based QMS that has been certified by NAVSEA 04X for shipboard AIT installation meet the requirements criteria of Section C Para 3.8 Quality Assurance? Answer 16 - No, an ISO 9001 based QMS that has been certified by NAVSEA 04X for shipboard AIT installation does not meet the requirement; ISO 9001:2008 certification is required. Question 17. Page 108, Section 1.0 vii. Instructions state that if offeror is a large business subcontracting plan shall be submitted as Annex 2. In that case, is a summary of subcontracting plans still required in the Executive Summary? Answer 17 - Yes, a summary of subcontracting plans is required in the Executive Summary. Question 18. Page 109, Section 2.1.2 Sample Task. Paragraph numbers for the sample task are at level five, e.g.2.1.2.1.1, but the overall Sample Task on previous page is 2.1.2. Should level five numbering be level four instead? Answer 18 - Yes, the level five numbering should be level four. Please see the amended solicitation (0002) for details. Question 19. Page 111, Section 3.1. First sentence states offeror shall submit three summaries for itself and its principal subcontractors and critical team members, if any. Second sentence states all summaries should be efforts performed by prime contractor. Please confirm summaries should be provided by the prime and subcontractors as long as references are as the Prime. Answer 19 - Both the prime and subcontractor should provide summaries, and all references should be for prime contracts. Please see the amended solicitation (0002) for details. Question 20. Page 106, Section 2.0. Third paragraph last sentence refers to book being part of proposal numbering. The definition of a book does not seem to be included anywhere. Answer 20 - Book is not applicable to this solicitation, and this reference will be removed. Please see the amended solicitation (0002) for details. Question 21. Page 1, Section. Form SF33 reads "DRAFT" however Block 9 reads as though this is "FINAL" with a Due Date of 08 September 2015. Is this a "DRAFT" or "FINAL?" Answer 21 - Please refer to the Government's response to question 1 posted on fbo.gov. Question 22. Page 110, Section 2.3.4. Small Business (SB) Utilization Strategy - states a small business goal of a minimum of 23% of total proposal value. However, page 123 - 2.3 Management Plan - evaluation criteria states a small business goal of a minimum of 20% of total proposal value. Please confirm that 20% is correct. Answer 22 - Please refer to the Government's response to question 11. Question 23. Page 15-16 and 116-117, Level of Effort. The government provides hours based on the total hours and split by funding, but does not provide hours for each year. Is the contractor to assume that the number of hours is the same for each year? Answer 23 - Yes, the number of hours will be the same for each year. Please see the amended solicitation (0002) for details. Question 24. P6_Offeror /P7_subcontractor. The worksheets only contain a single tab covering the full period of performance. Does the government want the contractor to duplicate this tab to provide annual amounts and build-ups to provide greater granularity? Answer 24 - Yes, annual amounts and build-ups should be used to provide greater granularity. Please see the amended solicitation (0002) Attachment P6 for details. Question 25. Page 40-41, Section 11.9. The Drafter/CAD Operator II is mapped to SCA 30064 Drafter / CAD operator IV and the higher Drafter /CAD Operator III is mapped to SCA 30063 Drafter / CAD Operator III. Are these reversed or should Drafter/CAD Operator II be mapped to SCA 30062 Drafter / CAD Operator II. Answer 25 - The Drafter /CAD Operator III is correct in the solicitation. Please refer to the Government response to question 5 for the Drafter/CAD Operator II SCA Code. Question 26. Page 108, 2.1.2 Sample Task. Currently, the Sample Task response is included in the 30 page count for the Understanding of the Work response. To be able to provide granularity in our response to the Sample Task, would the government consider allowing 15 pages for the Sample Task response? Answer 26 - The Government will allow 10 pages for the Sample Task response. Please see the amended solicitation (0002) for details. Question 27. Page 109, 2.1.2 Sample Task, 3rd paragraph. Milestone A documents list includes Installation Design Plans (IDPs), which refer to a shore installation, not shipboard installation. Please confirm that discussion of IDPs for this sample task is not applicable. Answer 27 - A discussion of IDPs is not applicable for this sample task. Please see the amended solicitation (0002) for details. Question 28. In order to fully meet the requirements of providing our approach and estimates for the Sample Task, would the Government consider providing answers to the following questions? a. How many racks are involved; how many components go in the racks? b. Are there new antennas to be installed? Where are the new antennas? If there are old antennas, do we have extensive cable runs to those antennas? c. How many cable runs are required from any new equipment to other ship systems? How long are those cables? How many connectors/type of cable are required? Do the cables go through armored decks or watertight connections? d. What type of power (60 hz vs. 400 hz; voltage) does the new equipment require? Is there adequate cooling in the space for any new equipment or will an increase in cooling be required? What type of cooling is required? e. How big is the equipment? What rigging might be involved? What staging (ex. new antennae) is required? f. What type of SOVT/testing support is required? Will the government perform the SOVT with a contractor SME on station? How long is the testing to last? How long are the sea trials scheduled for? g. Are there any special equipment or welding procedures required? Answer 28 - No, the Government will not consider providing the answer to your Sample Task questions. The contractor should use their knowledge of and experience with the equipment listed in the PWS to develop an appropriate response. Question 29. Are all hours to be bid as on Government site? Answer 29 - All sites where personnel are expected to perform work are listed in Section F NAVAIR clause 5252.247-9521 Place of Performance of the solicitation. Question 30. Are all hours to be bid as on Government site at St. Inigoes and Willows Run? Answer 30 - All sites where personnel are expected to perform work are listed in Section F NAVAIR clause 5252.247-9521 Place of Performance of the solicitation. Question 31. RFP page 111 Section 3.0 states that "The offeror shall submit three (3) summaries of past performance.... for itself and its principal subcontractors and critical team members, if any." Page 106 states that the limit for the Past Performance volume is 10 pages. In order to comply with the statement on page 111, would the Government consider instead restricting past performances to 3 pages per each summary and removing the page limit on the overall volume? Answer 31 - Yes, the Government will consider restricting past performances to 3 pages per each summary and removing the page limit on the overall volume. Please see the amended solicitation (0002) for details. Question 32. RFP page 111 Section 3.0 states that "The offeror shall submit three (3) summaries of past performance.... for itself and its principal subcontractors and critical team members, if any." Below that it states that "All summaries should be efforts that were performed by the prime contractor." Would the government consider rewording this statement clarify if this is to mean that all summaries provided, both from the offeror itself and any principal subcontractors and critical team member being bid on this effort, are to be Prime contracts? Answer 32 - Please refer to the Government response to question 19. Question 33. RFP page 123, within Section 1.0 states that "The Small Business Utilization Strategy and corresponding SB Subcontracting Plan (if applicable) shall demonstrate a minimum of twenty percent (20%) of the total proposal value being performed by SB concerns", whereas page 110 Section 2.3.4 states "The Small Business Utilization Strategy and corresponding SB Subcontracting Plan (if applicable) shall demonstrate a minimum of twenty-three percent (23%) of the total proposal value being performed by SB concerns." Could the government please confirm that the requirement is 20% of the total proposal value being performed by small business concerns? Answer 33 - Please refer to the Government's response to question 11. Question 34. If no OCI Disclosure or Mitigation Plan is applicable, could the offeror make a statement in Volume 1, Executive Summary, of this fact instead of providing a separate binder for Annex 1? Answer 34 - Yes, if no OCI Disclosure or Mitigation Plan is applicable, the offeror can make a statement in Volume 1, Executive Summary, instead of providing separate binder for Annex 1. Question 35. Could Annex 2 be included within the same binder as Volume 1, Executive Summary? Answer 35 - No, Annex 2 may not be included within the same binder as Volume 1, Executive Summary. Question 36. RFP Section L-2 2.0 Labor Categories and Labor Hours, page 116, specifies hours by CLIN and total hours for the contract. There are potential miscalculations in the Government specified total hours by Labor Category/ CLIN including the following totals by LCAT: • Drafter/CAD Operator II- 7681 • Drafter/CAD Operator III- 7681 • Environmental Technician- 7681 • Financial Analyst- 7681 • Logistics Analyst- 46081 • Operations Security Specialist- 7681 • Order Clerk I- 7681 • Order Clerk II- 46081 • Production Control Clerk- 7681 • Program Manager- 7681 • Supply Technician- 30719 • Technical Writer III- 7681 Could the Government confirm the aforementioned total hours are correct and the Government estimate is 1,075,210hours for the entire work effort?
