Description
Sources Sought Draft PWS Sources Sought and Request for Information (RFI) Cost Assessment & Program Evaluation (CAPE), Microeconomic and Cost Data Analysis Support Services This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this notice to obtain information to assist in determining the appropriate acquisition method to procure economic analyses of defense programs and of the interactions between defense programs and the economy; Cost assessment of DoD programs; and Management of the programming phase of DoD's Planning, Programming, and Budgeting System for the Office of the Secretary of Defense (OSD), Cost Assessment & Program Evaluation (CAPE). The objectives of this requirement must be met by professional personnel who are highly skilled and are keenly aware of the sensitivity associated with the information and areas in which they are performing. The anticipated period of performance for this requirement is five (5) years; a 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence in September 2015, and allows for a 30-day transition period. To this end, WHS/AD is seeking the following information from interested companies, including small businesses from all socio-economic categories: 1) A demonstrated understanding of the requirement, with specific demonstrated experience in the following areas: A. Conducting current operations and force planning analysis with appropriate defense and military subject matter expertise that includes: i. Knowledge and understanding of the strategic environment, military operations, and DoD budget and force sizing processes. ii. Understanding of force structure, Combatant Commander demands and employment, military service deployment routines covering air/space, ground, special operations and maritime military domains. B. Collecting, evaluating, verifying and validating data on Non-U.S. forces, units, and equipment. Ability to maintain databases on current and future year Non-US FUE data and ensure that the data can be made accessible to the DoD analytical community. C. Using analytical techniques, critical thinking, and modeling and simulation to conduct capability, shaping and sizing analysis of all levels of warfare (tactical to strategic - engineering to campaign). D. Developing new and converting existing information technology applications to improve data collection, dissemination and analysis processes using current and emerging programming languages. E. Understanding DoD sources of information on Manpower, Equipment, Readiness, Programming and Budgeting. F. Experience successfully staffing highly qualified personnel (Top Secrete/Secret Clearance not required). 2) Relevant Experience: Provide information that demonstrates the extent of your experience performing the same or similar work during the last three (3) years. 3) Any recommendations to the Draft Performance Work Statement [See Attachment #1 - RFI Draft PWS]. 4) WHS/AD is issuing this sources sought notice under NAICS Code 541611 - Administrative Management and General Management Consulting Services. Considering the nature of the work specified in the PWS, the Government welcomes comments as to which NAICS Code is most appropriate for this action. INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to five (5) pages, excluding attachments (single spaced, 11 point font minimum) and should also include current business size status, and any applicable GSA Federal Supply Schedules. This indication should be clearly marked on the first page of the response, as well as the eligible business concern's name, point of contact, address, and cage code. All responses to this Sources Sought Notice must be submitted electronically (via e-mail) to Dirk McCollough, Contract Specialist, at dirk.r.mccollough.civ@mail.mil COMMON CUT-OFF TIME/DATE: Capability statements with respect to the information above are due no later than 3:00 PM (ET) on Tuesday, August 18, 2015. Capability statements received after this date and time may not be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
