Description
The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division, has a requirement to provide Magnetic Resonance Imaging (fMRI) scans to the Department of Clinical Investigation at Tripler Army Medical Center, Hawaii 96859. Natick Contracting Division intends to negotiate and award a Firm Fixed Price Type sole source contract to InVision Imaging, LLC, located at 1010 S. King Street Suite 109, Honolulu, HI 96814, per the authority as prescribed in 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The product being requested is for thirty-two (32) visual presentation Functional Magnetic Resonance Imaging (fMRI) scans, which is a technique for measuring brain activity. The scans works by detecting the changes in blood oxygenation and flow that occur in response to neural activity - when a brain area is more active it consumes more oxygen and to meet this increased demand blood flow increases to the active area. fMRI can be used to produce activation maps showing which parts of the brain are involved in a particular mental process. InVision Imaging, LLC is the only other provider in Hawaii where Tripler Army Medical Center is located that has the fMRI capabilities needed to complete this mission-essential investigation and is willing to provide use of their equipment and staff. No other provider on the island has the capabilities that are necessary to complete this investigation. InVision Imaging, LLC will also supply the necessary goggles, which are already installed at their facility. These goggles are the goggles that Army Medical Center currently has installed in their fMRI machines. The North American Industry Classification System (NAICS) for this requirement is 334519 and the size standard is 500 employees. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. While this notice of intent is not a request for competitive proposals, responsible parties purporting to have the necessary qualifications with the ability perform these state of the art technological training services, must submit official documentation to this fact within fifteen (15) days of this notice. Responses to this notice must be received no later than 5:00 pm, Eastern Standard Time, 26 Aug 2015.
