Description
Market Survey - General Construction. Please fill out and return in accordance with the instructions provided within this sources sought. This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposals. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting research to determine the capabilities of potential contractors to support its military programs which include (1) the Sustainment, Restoration and Modernization (SRM) program including SRM funded work as well as some new military construction; and (2) the large military General Construction (GC) program including MILCON funded and large SRM funded (>$10M) projects. These programs primarily support Army and Air Force installations located in Georgia, South Carolina, and North Carolina but work may also be performed at other Federal Facilities located within these states. The SRM program uses a mixture of Single Award and Multiple Award Task Order Contracts (SATOCs & MATOCs) for General Construction services, NAICS 236220 Commercial and Industrial Building Construction. Task orders placed under the SRM program are for general construction and Design-Build Construction projects and are intended to provide rapid response for the follow types of work: new construction, upgrades, maintenance or repair of situations related to, but not limited to, site work, interior/exterior finishes, architectural woodwork, infrastructure, mechanical systems, plumbing, utility systems, structural, electrical, HVAC, instrumentation, security and safety areas of Government facilities. Work may be either fully designed, or involve Design Build. The GC program uses MATOCs for General Construction Services and also employs NAICS 236220 for construction of large MILCON funded and large SRM funded actions. The types of contracts under this program include but are not limited to: DoD Schools, Training Facilities, Administration Buildings, Barracks, Medical Facilities, Ranges, Vehicle Maintenance Facilities, and large building restoration projects. The SRM program in this region averages between $200 million and $300 million annually. Task order values range in size from $25K to $10M. Current SATOCs and MATOCs are typically awarded for a five year period with capacities ranging from $45 million to $95 million. Due to the nature of the Program, the majority of task orders will be negotiated and awarded in the third and fourth quarters of each fiscal year. The GC program is expected to exceed $700M between fiscal years 2017 and 2021. MATOCs under this program are anticipated to have a total capacity ranging from $300M to $499M. Individual task orders under these contracts will range in size from $10M to $60M. Projects may be either fully designed or involve Design Build. The goal of the Savannah District is to establish a cadre of well qualified large and small business, HubZone, 8(a), Women Owned, and Service Disabled Veteran Owned Small Businesses capable of executing these programs over the next five years. The responses received to this notice will provide the basis for determining where to place contracts, contract values, and the set-aside category to be used. THEREFORE, IT IS CRITICAL THAT FIRMS INTERESTED IN THE OPPORTUNITY TO SUPPORT THESE PROGRAMS COMPLETE AND RETURN THE ATTACHED SURVEY. FIRMS ARE CAUTIONED TO CAREFULLY CONSIDER WHETHER THEY POSSESS THE REQUISITE CAPABILITY, CAPACITY, EXPERIENCE, AND FINANCIAL/BONDING CAPACITY TO PEFORM MULTIPLE PROJECTS AT MULTIPLE LOCATIONS SIMULTANEOUSLY. Surveys are to be completed with all requested information and submitted via e-mail to the attention of Andrew.k.page@usace.army.mil. TO BE CONSIDERED, SURVEYS MUST BE RECEIVED AT THE SAVANNAH DISTRICT NO LATER THAN THE CLOSE OF BUSINESS, AUGUST 26, 2015.
