THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on August 18, 2015: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $15 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value to the Roadway Safety Improvements project in which you performed ( as the prime contractor ) Minor grading, drainage, aggregate base, asphalt paving, low water crossings, riprap slope armoring, chip seal, asphalt patching, erosion control, signing and striping, and temporary traffic control. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: CA FTNP MOJA 10(1), Roadway Safety Improvements The CA FTNP MOJA 10(1) Roadway Safety Improvements project is located in Mojave National Preserve, San Bernardino County, California. This project includes spot safety improvements to fix poor geometry and will require minor realignment. It also includes 100 miles of pavement preservation, 10 miles of pulverization, 3 low water crossings, and 1 mile of slope armoring. Type of Construction: Minor grading, drainage, aggregate base, asphalt paving, low water crossings, riprap slope armoring, chip seal, asphalt patching, erosion control, signing and striping, and temporary traffic control. This project consists of: Schedule A: 57 miles of pavement preservation of Kelbaker Road. Significant Items for Schedule A Include Approximately: 830,000 sqyd of chip seal; 1,530 ton of emulsified asphalt; 550 tons of fog seal; 30,000 sqyd of overlay patch; 1,050 ton of hand patch; 1,210,000 lnft of waterborne striping. Schedule B: 57 miles of pavement preservation of Kelbaker Road, spot improvements to 4 locations on Kelbaker Road, 1 spot improvement along Kelso Cima Road, and 2 low water crossings on Cedar Canyon Road. Significant Items for Schedule B include approximately: 830,000 sqyd of chip seal; 1,530 ton of emulsified asphalt; 550 tons of fog seal; 30,000 sqyd of overlay patch; 1,050 ton of hand patch; 6,000 ton of hot asphalt concrete pavement; 26,000 cuyd of roadway excavation; 12,700 ton of aggregate base; 1,215,000 lnft of waterborne striping; 2,150 flagger hours. Option W: Intersection realignment of Cima Road at Morning Star Mine Road. Significant Items for Option W include approximately: 450 ton of hot asphalt concrete pavement; 1,150 ton of aggregate base; 1,100 of roadway excavation; 300 flagger hours; 50 lnft of 30-inch pipe; 15 cuyd of class 3 riprap. Option X: Pulverization of 10 miles of Lanfair Road Significant Items for Option X include approximately: 510 sta of 3-inch depth pulverization; 510 of centerline verification and staking; 500 flagger hours Option Y: 500 lnft of minor grading, 1 mile of slope armoring, and 1 low water crossing on Black Canyon Road. Significant Items for Option Y include approximately: 5,700 cuyd of class 3 riprap; 470 flagger hours; 700 ton of aggregate base; 7.750 sta of linear grading. Option Z: Pavement preservation of 10 miles of Black Canyon Road, 14 miles of Essex Road, and 18 miles of Cima Road. Significant Items for Option Z include approximately: 610,000 sqyd of chip seal; 1,120 ton of emulsified asphalt; 1,800 ton of hand patch; 400 ton of fog seal; 19,000 sqyd of overlay patch; 890,000 lnft of waterborne striping It is anticipated this project will be advertised in October, 2015 with construction beginning in December 2015 and extending through July 2016. Estimated total cost for the Schedule B and all Options is $10,000,000 to $15,000,000.
