- Request for Information on a Small Vessel Standoff Detection (SVSD) Radiological/ Nuclear Detection and Identification System(s) Commercial Off-the-Shelf (COTS) Operational Assessment THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Agency Announcement (BAA). This RFI does not commit the Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO) to contract for any supply or service. DHS DNDO is not at this time seeking proposals. Responders are advised that the DNDO will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. The information provided in this RFI is subject to change and is not binding on the DNDO. All submissions become the property of the DNDO, and will not be returned. INTRODUCTION Nuclear terrorism is a persistent threat, one with potentially devastating consequences, and is the reason the Department of Homeland Security Domestic Nuclear Detection Office exists. The Domestic Nuclear Detection Office's singular mission is to prevent nuclear terrorism, a national security priority for the United States. Our research and development must not focus just on current threats and capabilities, but continually seek to anticipate future trends and challenges. Furthermore, the Domestic Nuclear Detection Office does not just focus on the United States, but reaches out to its foreign partners to help them organize, train, and equip their people to prevent nuclear terrorism as well. Toward that end, the Domestic Nuclear Detection Office continually develops and procures radiation detection equipment for deployment by the Department of Homeland Security and state/local/tribal law enforcement entities to protect and strengthen various pathways through which global commerce travels. The Domestic Nuclear Detection Office seeks information on spectroscopic radiological/ nuclear detection and identification systems in support of a government conducted Operational Assessment of Commercial Off-the-Shelf systems to be used on small vessels. Background Small Vessel Standoff Detection program addresses the need to increase the probability of encountering and detecting Radiological/Nuclear threats during operations while minimizing inspection time and maximizing distance at which a suspect or targeted vessel can be scanned. Small Vessel Standoff Detection system(s) currently deployed are portable and Domestic Nuclear Detection Office is investigating the possibility of employing an integrated Commercial Off-the-Shelf system on maritime law enforcement vessels (United States Coast Guard and Customs and Border Protection Office of Air and Marine). Purpose The purpose of this Request for Information is to determine what potential Commercial Off-the-Shelf systems are qualified and available to participate in a Small Vessel Standoff Detection Operational Assessment to gather operational suitability information from the user community. Objectives The primary objectives of the Operational Assessment are to: •Inform suitability requirements •Inform CONOPS development •Support a project decision on whether to proceed with an integrated system as a potential solution to the Small Vessel Standoff Detection mission space Entrance Criteria To be eligible to participate in the Small Vessel Standoff Detection Operational Assessment, the proposed system(s) must: •Be a Commercial Off-the-Shelf detection system. A Commercial Off-the-Shelf system item is defined by the following: oAny item of supply that is a commercial item (as defined in paragraph (1) of the definition in FAR section 2.101) oSold in substantial quantities in the commercial marketplace oOffered to the government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial market place •Be currently deployed with Federal or State and Local law enforcement, operating in a maritime environment •Not require a dedicated operator •Withstands the shock and vibration of small boat operations, and be simple to operate The DNDO reserves the right to select one or more systems for use in the Small Vessel Standoff Detection Operational Assessment. Location Galveston, Texas Timeline The Small Vessel Standoff Detection Operational Assessment is planned for fall of 2015. Small Vessel Standoff Detection Operational Assessment Articles Interested vendors should plan on providing 1ea Commercial Off-the-Shelf system to the Domestic Nuclear Detection Office NLT September 1, 2015. The system(s) is to be shipped to Galveston, TX (shipping address to be provided in a bailment agreement). The government will incur all costs associated with the shipment of the system(s) to Galveston, TX and its return to the vendor. The system(s) will be returned at the end of November 2015 or as soon as possible after conclusion of the assessment. The Domestic Nuclear Detection Office intends to enter into a Bailment Agreement with interested vendors that meet the above entrance criteria in order to formalize the process for Domestic Nuclear Detection Office to obtain assessment articles, operator training at one location, provide suitability results and return the systems to each vendor after completion of the assessment. Domestic Nuclear Detection Office will not be responsible for system breakage during the assessment, and systems will be returned in the condition they are in at the conclusion of the assessment. Information Sought Vendors are requested to provide the following the information: •Picture(s) of all proposed system components and parts •Photos of the system as installed on a vessel Federal or State and Local law enforcement vessel •A description of the proposed Commercial Off-the-Shelf detection system, to include functionality, gamma and neutron detection materials and dimensions, and a description of the user interface and information displayed •Evidence that the Commercial Off-the-Shelf system is truly commercial. List of organizations currently using your integrated Commercial Off-the-Shelf system. •Compliance with American National Standards Institute or other industry standards •Evidence that the system is reliable in maritime operations •Electronic copy of the operator and/or technical manual(s) •The commercially available unit price •Reliability metrics such as Mean Time Between Failure Submission Instructions Respondents to this request must respond via email to Matthew Robertson, Contract Specialist, at 5:00 PM EST NLT August 24, 2015 and include the following in their responses: •Confirm that you are interested in participating in the SVSD Operational Assessment •POC email, phone, title and address •Confirm that under a bailment agreement, you will be able to provide 1 ea. Commercial Off-the-Shelf detection system to Domestic Nuclear Detection Office NLT September 1, 2015 •Provide the information requested under "Information Sought" •Telecon: In order to provide clarification on the Small Vessel Standoff Detection Operational Assessment and coordinate the timeline and actions relative to the Bailment Agreement(s), the Small Vessel Standoff Detection Program Office will hold a telecon with interested vendors on August 26, 2015. A dial number will be provided in a separate email to vendors responding to this RFI.
