- Rhine Ordnance Barracks Medical Center Replacement (ROBMCR) Industry Day Rhine Ordnance Barracks Medical Center (ROBMCR) Industry Day Project Event for the Building Industry Brochure Rhine Ordnance Barracks Medical Center Replacement (ROBMCR) Industry Day Project Event for the Building Industry Hosted by: The German Federal Ministry of Environment, Environmental Protection, Construction and Nuclear Safety, as represented by the German Federal Construction Administration [ABB], as represented by the German State Construction Administration (LBB Weilerbach) invite you to an event for the building industry on the planned construction project, the Rhine Ordnance Barracks Medical Center Replacement, at the Landstuhl City Hall (Landstuhl, Germany) on 22 October 2015. The event provides construction companies and their A/E offices the opportunity to gather information on the project and meet potential partners. In addition, it will be possible to participate in a tour of the construction site. German/English simultaneous interpretation will be provided; however headsets are limited and cannot be guaranteed. The Rhine Ordnance Medical Center Replacement Project: A new medical center will be constructed in the Weilerbach Storage Area (Rhine Ordnance Barracks) for medical, surgical and intensive inpatient; primary outpatient and specialized consultative care of U.S. Forces members, civilians and family members. The project will provide a medical center including comprehensive medical diagnostic and treatment areas, an inpatient bed tower and administration and support facilities. The design and construction will comply with German laws and regulations as well as U.S. Military hospital criteria to achieve Joint Commission accreditation. The gross floor plan of the medical center is approximately 120,000 sqm. The construction cost estimate amounts to over € 400 M. Infrastructure measures are being designed and constructed separately. The Partnering Procedure (Acquisition Strategy): The German Construction Administration will conduct a "Partnering Procedure" for the cooperation between the German Construction Administration, the U.S. Forces, the General Designer and the General Contractor" for the design and construction of the ROBMCR project. The Partnering Procedure includes a public competition under German law for the selection of five general construction contractors (GU)/joint ventures for early inclusion and participation in the design process. The general contractors will provide solutions and practical ideas from their construction experience for integration in the design. As this project requires the implementation of U.S. standards and requirements, the general contractors are required to have German and U.S. design and construction experience with special emphasis on large U.S. medical projects. The concept design of the medical center and the performance requirements will be prepared by a general designer contracted to the German Construction Administration. Based on this design, a general contractor/joint venture contract will be awarded for the construction of the project to include the Designer of Record for preparation of the full final design. The goal of the Partnering Procedure is to execute the project in the spirit of partnership and cooperation through turnover. The anticipated first phase selection of general contractors is late 2015 early 2016. Industry Day participation is not required as part of the general contractor selection process. NOTE: This procurement is by the German Government and not by the U.S. Army Corps of Engineers. This procurement will be conducted in accordance with German laws and regulations and will result in a contract with the German Government. FAR procedures and other US procurement procedures will not apply and no contract will be let by the U.S. Corps of Engineers. The host accepts no liability for any costs incurred for participation at the event. Industry Day registration is required NLT 1 September 2015 (see attached registration form).
