- This is a Special Notice of intent to procure catch and effort information for Guam commercial fisheries, including biometrics and life history data, and taxonomic and stock identity information for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center on a sole source basis with the Guam Fisheries Cooperative Association. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The NAICS code for this procurement is 541990 with a corresponding size standard of $15.0 million. A Sources Sought notice was posted to the Federal Business Opportunities website on July 22, 2015 and closed on July 27, 2015. No responses were received. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than August 21, 2015 at 2:00 p.m. HAST. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only the Guam Fisheries Cooperative Association can provide this requirement. The Contractor, Guam Fishermen's Cooperative Association (collectively the "GFCA" or "Coop") will provide a unique opportunity to obtain fish from local fisheries in Guam. As the primary receiving and marketing site on the island, processing up to 80% of the island catch annually, GFCA will collaborate with PIFSC and/or Commercial Fish Biosampling contractors (collectively "CFBS staff") to help establish logistics for a multi-species, size-frequency and life history sampling program at the Coop location. The expansion of the CFBS is an essential element of research to ensure sustainable management of Guam's fisheries. The Contractor will: 1) provide access (time, space and fish), 2) allow CFBS staff to subsample entire catches landed at the Coop, and 3) allow its staff to participate directly in the CFBS at times as fish samplers. Coop and CFBS staff will identify fish to species, record length and weight data, and obtain biological samples to be used in establishing life history and stock structure parameters from a subset of the catch. Samples required by CFBS generally cannot be obtained without purchasing fish outright. In addition to those fish, for which weight-and length-frequency d ata alone will be collected, biological samples including but not limited to gonads, otoliths, stomachs, portions of the fin, tissue samples for DNA analysis, and in some cases entire fish as voucher specimens will be retained from a subset of the catch. These are the fish purchases described in this sole source justification. Contracting with The Guam Fisherman's Cooperative Association (GFCA or Coop) for space and sampling access to develop and execute the Commercial Fisheries Biosampling (CFBS) is the most efficient and cost effective approach available to NOAA/PIFSC, and collaborating CFBS staff on Guam, and has the highest likelihood of providing sufficient biological data and samples required for the success of the Guam CFBS Project. The GFCA was established in the late 1970s to provide a centralized location for commercial fisherman to bring their fish to market, allowing them to concentrate their efforts on fishing rather than marketing. Since then, the Coop has grown to be the focal point of domestic commercial fisheries in Guam and is responsible for an estimated 60-80% of Guam's domestic commercial landings. With a current membership of over 200 fishermen, the Coop is the hub of Guam's local fish sales and distribution. NOAA, through its Western Pacific Fisheries Information Network (WPacFIN) Program, has been working cooperatively and collaboratively with the GFCA Coop since 1982, as the central source of commercial landings, catch and effort information. Recognizing the need to establish more a robust monitoring program capable of capturing biometrics and life history data, and taxonomic and stock identity information for Guam's commercial fisheries, the Coop has agreed to work with the CFBS to provide access to the catches landed at their facility. Working at a single facility, where such a large percentage of the fish are landed, will be the most effective and efficient way of obtaining the data and fish samples required to implement the CFBS in Guam. No other fish dealer, market, or combinations of them on Guam are known with the capability to provide reliable and consistent amounts of fish or a representative sampling of catches. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
