Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quote (RFQ) VA261-15-Q-0950 is issued as a combined synopsis/solicitation for Mobile and/or Off-Site Document Destruction services in accordance with the Performance Work Statement (Attachment 1). This combined synopsis/solicitation is prepared in accordance with simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the solicitation only; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83-2 effective 03 August 2015. This RFQ is issued as a Total Small Business Set-Aside. The Government anticipates issuing a base award for one year with four option years. The North American Industry Classification System (NAICS) code for this project is 561990, All Other Support Services. The size standard for this NAICS is $11 million. Please see attached solicitation and attachments. To be eligible for award of a Government contract, contractors must be properly registered in the System for Award Management (SAM). The link to the website is https://www.sam.gov. The following FAR and VAAR provisions and clauses are applicable to this procurement: 1.FAR 52.212-1, Instructions to Offerors (Apr 2014). 2. The provision at FAR 52.212-2, Evaluation - Commercial Items, does not apply however in accordance with the FAR Subpart 13.106-1(a)(2), offerors are notified that the award will be made to the offer that provides the best value to the Government after consideration of the price and technical aspects of the offer that support the requirements outlined in the attached PWS. This acquisition will utilize Lowest Price Technically Acceptable for evaluation by evaluating offerors on meeting the requirements outlined in the PWS. Offerors are reminded that as a minimum, offers must show a technical description of the items/services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary in accordance with FAR Subpart 52.212-1(b)(4). 3. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Mar 2015). 4. FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2015) 5. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statute or Executive Orders - Commercial Items (May 2015) Additional provisions and clauses applicable to this acquisition are incorporated in this notice in Attachment, Solicitation. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Quotes must be submitted in portable document format (.pdf) by email to the Primary Point of Contact (POC) identified below. It is the responsibility of the offeror to submit offers to the NCO 21 Contracting Office by the closing date of September 1, 2015 at 8:00 AM HST. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Question and Answer - August 12, 2015 1. Who is the incumbent and what was the contract value? Answer: The incumbent contractor is Shred-It under GS-25F-0054L VA459-C19161. The period of performance was 6/1/11-9/30/15 and the total contract amount was $108,895.00.
