- Draft PWS Sources-Sought-RFI-CAPE This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this notice to obtain information to assist in determining the appropriate acquisition method to procure economic analyses of defense programs and of the interactions between defense programs and the economy; Cost assessment of DoD programs; and Management of the programming phase of DoD's Planning, Programming, and Budgeting System for the Office of the Secretary of Defense (OSD), Cost Assessment & Program Evaluation (CAPE). The objectives of this requirement must be met by professional personnel who are highly skilled and are keenly aware of the sensitivity associated with the information and areas in which they are performing. The anticipated period of performance for this requirement is five (5) years; a 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence in September 2015, and allows for a 30-day transition period. To this end, WHS/AD is seeking the following information from interested companies, including small businesses from all socio-economic categories: A demonstrated understanding of the requirement, with specific demonstrated experience in the following areas: 1) COMPREHENSIVE ECONOMIC SERVICE SUBSCRIPTION a) The vendor will extend OSD(CAPE)'s subscription to the Comprehensive U.S. Economic Service and associated forecasts, the Cost Analyzer and the World Economic Service and associated forecasts for the 12 month period from September 28, 2015 to September 27, 2016 with with four one-year options to extend. b) Provide high frequency, medium, and long-term macroeconomic and microeconomic historical and forecast analyses. This econometric model should be comprehensive and provide a consistent quantitative picture of the global economy. Additionally, baseline and alternative forecast scenarios should be provided. c) At least semi-annually, vendor is to provide a detailed U.S forecast extending ten years. 2) INTERPRETATION OF HIGH-FREQUENCY U.S. ECONOMIC DATA RELEASES a) For key economic data releases, vendor is to provide an interpretive summary of the release with special emphasis on how the new information in the release, including revisions to past data, and how it impacts planning, programming, and budgeting for the the near-term economic outlook. b) The vendor will describe in detail the underlying logic of vendor's forecast, including a summary of the key assumptions underlying the forecast. For key areas in the outlook, identification of the key drivers and the role of judgmental adjustments should be identified c) Vendor is to provide a summary that discusses the implications of the past economic data releases and financial market developments for its forecasts for the purpose of planning, programming, and budgeting. The summary should also include forecasts of the upcoming economic reports. 3) ACCESS TO COST ANALYSER a) The Cost Analyzer subscription should provide access to detailed historical and forecast inflation updates for each quarter to include a wide array of producer prices which can be use to evaluate contractor price proposals (specifically labor and material escalation rates), and formulate acquisition budget plans covering multiple years. b) Vendor is to provide access to its macroeconomic model of the U.S. economy and cost analyser. This should include the ability to produce presentation-quality graphics and tables and the ability of OSD(CAPE) staff to append sub-models of their own design c) Vendor is to provide data in a consistent format that facilitates comparisons across countries and currencies. Additionally, the data should cover a broad range of performance metrics such as production, employment, costs, capital spending, and prices among others. CAPIBILITY-DEFINED CONSULTING PRACTICES a) Vender is provide experienced, highly qualified personnel (Top Secrete/Secret Clearance not required). b) Relevant Experience: Provide information that demonstrates the extent of your experience performing the same or similar work during the last three (3) years. c) Any recommendations to the Draft Performance Work Statement [See Attachment #1 - RFI Draft PWS]. 5) WHS/AD is issuing this sources sought notice under NAICS Code 541611 - Administrative Management and General Management Consulting Services. Considering the nature of the work specified in the PWS, the Government welcomes comments as to which NAICS Code is most appropriate for this action. INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to five (5) pages, excluding attachments (single spaced, 11 point font minimum) and should also include current business size status, and any applicable GSA Federal Supply Schedules. This indication should be clearly marked on the first page of the response, as well as the eligible business concern's name, point of contact, address, and cage code. All responses to this Sources Sought Notice must be submitted electronically (via e-mail) to Dirk McCollough, Contract Specialist, at dirk.r.mccollough.civ@mail.mil COMMON CUT-OFF TIME/DATE: Capability statements with respect to the information above are due no later than 3:00 PM (ET) on Tuesday, August 18, 2015. Capability statements received after this date and time may not be considered. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Informationl (RFI) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
