***AMENDMENT TO PREVIOUS-INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: August 31, 2015 Synopsis: This notice is an amendment to the previous intent notice submitted on August 4, 2015. The amendment is to make include the Justification and Approval document that supports the requirement and to make a change to the estimated award date. The Department of Veterans Affairs, Columbia, South Carolina intends to award sole source procurement for the attached line items. The manufacturer is Unify, Inc. The applicable NAICS code for this procurement is 334210 with a business size standard of 500. The proposed contract is for OpenScape Voice V7 Dynamic User Licenses for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1(b) which states that the Contracting Officer may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 2 days (NLT) 14 August 2015 ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Attached is a copy of the approved justification and approval notice that supports the sole source award. System for Award Management (SAM): Rule requires a firm to be registered in the SAM Registration Data Base (SAM), prior to award of any contract and agreements.
