- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00189-15-T-Z210. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-81 and DFARS Publication Notice 20150406. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 517911 and the Small Business Standard is 1,500 employees. The Small Business Office concurs with the set-aside decision: Other than Full and Open Competition. The NAVSUP FLC Norfolk, Philadelphia Office intends to issue a sole source firm fixed price purchase order for the acquisition of the following requirement: The United States Naval Academy (USNA) is the designated service provider of telephone service to Annapolis Area Complex, faculty, staff and midshipmen. The USNA currently provides telephone service using an Avaya CM 6.x telecommunications system consisting of 450 and 650 Media Gateways over a mixed fiber/copper cable infrastructure through and including end-user telephonic devices. Connectivity to the local public switched telephone network outside the Annapolis Area Complex is through six (6) primary rate interface (PRI) circuits provided by the vendor. These six primary rate interface (PRI) circuits provide dial tone service and include the following: Dial Tone Direct Inward Dialing (DID) Direct Outward Dialing Dual Outward Dialing Dual Tone Multi-Frequency (DTMF) Local Exchange and Long Distance accesses Equal Access Call blocking for numbering plan area (NPA) 900, 700 and NPA-976 Directory Listing E911/911 Services where available Block Directory Assistance Block Third Party Billing Toll Free Access The vendor will ensure all end-user common line (EUCL) fees incurred for connection of long distance calls over the six (6) PRI circuits are paid to the appropriate authority. The vendor will also provide continued access to and availability of USNA ™s existing direct-inward-dialing (DID) numbers serviced by the six (6) PRI circuits all tied to one trunk. The period of performance for this action is 1 Oct 2015 through 30 Sept 2016 and includes four one year options. The place of performance is the US Naval Academy, 290 Buchanan Road, Annapolis, MD 21402. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes from any other source than the identified source below. However, all quotes or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Authority cited: The statutory authority permitting other than full and open competition is 41 USC 1901(e) (2) - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). This acquisition will be sole sourced to PaeTec Communications, 600 Willowbrook Office Park, Fairport, NY, 14450 for reasons stated in the attached Justification and Approval document.
