Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-15-T-0210. This acquisition is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 effective 02 July 2015. (iv) This acquisition is set-aside for small businesses. The associated NAICS code is 334413. The small business size standard is 500 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): The Government requires one (1) single photon source system with the following parts: CLIN 0001: Laser Driver and Laser Head meeting the specifications listed in 8(vi) CLIN 0002: Time-correlated single-photon counting module meeting the specifications listed in 8(vi) CLIN 0003: Single Photon counting module meeting specifications listed in 8(vi) (vi) Description of requirements: The Contractor shall provide one (1) single photon source system that conforms to the following requirements: CLIN 0001: Laser Driver and Laser Head with the following specifications: 1.Laser Driver specifications: a.Pulse repetition rate minimum range 35 kilohertz (kHz) - 1 megahertz (MHz) and continuous wave (cw), maximum range 10 kHz - 10 MHz. b.Triggering for internal or external single shot c.Synchronization output supplied d.Interlock supplied 2.Laser head specifications: a.Output power minimum 50 milliwatts (mW) cw, 1 mW at 1 MHz b.Wavelength 395 - 420 nanometers (nm) c.Pulse width less than 50 picoseconds (ps) CLIN 0002: Time-correlated single-photon counting module meeting the following specifications: a.Stand-alone instrument with Universal Serial Bus (USB) b.Input channels minimum two (2), maximum six (6) c.Constant fraction discriminator two (2) d.Number of time bins 64,000 e.Minimum time bin width five (5) ps f.Electrical time resolution minimum less than 15 ps, maximum less than 10 ps. g.Maximum count rate at least 5 million counts per second h.Dead time less than 100 nanoseconds (ns) minimum specification, less than 25 ns maximum specification i.Software that allows setting of measurement parameters and display of results j.Dynamic link libraries (DLLs) and sample code for custom programming included CLIN 0003: Single Photon counting module meeting the following specifications: a.Type avalanche photodiode (preferred) or photomultiplier tube, free-space coupling b.Timing resolution less than 50 ps [Full width at half maximum (FWHM)] c.Quantum efficiency minimum greater than 30% at 650 nm d.Photodiode diameter 50 micrometers ( m) e.Dark counts less than 10 counts per second f.Single photon timing resolution 250 ps for Transistor-Transistor Logic (TTL) signal, 50 ps for Nuclear Instrumentation Module (NIM) signal Delivery to Adelphi Laboratory Center shall be included in the price. No installation is required. (vii) Delivery is required NLT 12 weeks after contract award (ACA). Delivery shall be made to US Army Research Laboratory, 2800 Powder Mill Rd., Adelphi, MD 20783-1183. Acceptance shall be performed at Destination. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria - Supplies (Tradeoff) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time: a)Laser driver Pulse repetition rate - broader range b)Laser head - higher power c)Time-correlated single-photon counting electronics - more channels, better electrical time resolution, shorter dead time d)Single photon counting module - better time resolution, higher quantum efficiency, fewer dark counts e)Delivery time - faster The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include 1 records of sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: None.
