- SM-D-947080 PDF DISTRIBUTION A 17-1-3274 (REV.B) PDF DISTRIBUTION A This announcement constitutes a Request for Information (RFI) only by the Army Contracting Command - Warren (ACC-WRN) to conduct a market survey to assess industries' current capabilities for the rigid wall, bonded panel shelter meeting ASTM E1975-09 for the S-280 C/G Shelter. Please provide information pertaining to the fabrication of metallic-faced, foam core sandwich panels specifically used in the construction of the end item, production rate, and technical data capability. Particular emphasis is focused on the in-house capability to bond per ASTM E1801-09 the large aluminum skin, foam core and beam panels necessary to fabricate an S-280 C/G Shelter. The largest S-280C/G Shelter bonded panel measures up to 140" X 85". Manufacturers shall include their experience fabricating S-280C/G shelters, as well as, any other type of rigid wall shelters. The manufacturers should address their capability to meet the maximum production target of 20 S-280C/G Shelters per month. Manufactures shall include their experience composing test plans and procedures for testing rigid wall shelters as well as experience conducting First Article Testing on S-280C/G Shelters or any other type of rigid wall shelters. The Shielded S-280C/G Shelter provides 60 decibels of shielding attenuation. In addition, this RFI is seeking information from manufacturers on modifying the standard Shielded S-280C/G design to provide a minimum EMI attenuation of 80 decibels and High-Altitude Electromagnetic Pulse (HEMP) protection per MIL-STD- 188-125-1&2. Manufacturers of the S-280C/G Shelter are being sought and are asked to provide information for the fabrication of the S-280C/G Shelter which is a lightweight mobile shelter that is designed for transport by cargo truck, fixed or rotary winged aircraft, by rail and ship. The S-280C/G Shelters are used to house battlefield electrical systems which require Electromagnetic Interference (EMI) protection. Request for information is issued pertaining to both the EMI Shielded S-280C/G Shelter (NSN: 5411-01-304-3069, P/N: 17-1-3274) and the Unshielded S-280C/G Shelter (NSN: 5411-01-092-0892,P/N: SM-D-947080). The top level drawings are US Government owned and are included as part of this RFI. The S-280C/G Shelter's exterior dimensions are 12' 3" X 7' 3" X 7' 3". All interested firms and manufacturers, regardless of size, may respond to this request for information. Information submissions can include product literature and illustrations, relevant company background/experience. Information submissions must be received no later than 30 days following posting of the RFI. This RFI is issued for information and planning purposes to investigate market capability of sources and does not constitute an indication that the Government will contract for any of the items and/or services contained in this notice. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. ACC-WRN reserves the right to request additional clarifying information from each respondent.
